RFP# 26-057 - 153rd Street Sidewalk Addition (Railroad Crossing to Highland Avenue), Design Engineering was issued on July 27, 2026, to solicit proposals from qualified and experienced engineering firms to provide design engineering services for a proposed concrete sidewalk along the north side of 153rd Street from the railroad crossing to Highland Avenue. This sidewalk will improve overall sidewalk and pedestrian connectivity within the Village's network and provide a more direct path to Orland Junior High School. The new sidewalk is approximately 1,800 linear feet long.
The scope of work includes survey data collection, coordination with governmental agencies such as Cook County, utility coordination, construction cost estimating, detailed design engineering drawings, and other professional services as necessary related with this project.
On August 24, 2026, a total of seven (7) engineering consulting firms submitted proposals in response to the RFP.

4. Orion Engineers, PLLC - $132,324.10
5. Willett, Hofmann & Associates, Inc. - $320,500.00
6. Kimley-Horn and Associates, Inc. - $393,500.00
7. Bowman Consulting Group, Ltd. - $499,738.10
The selection committee reviewed and ranked the RFP responses based on the following selection criteria defined in the RFP:
- Proposal cost (30%)
- Firm’s experience and capacity to perform the work (20%)
- Staff qualifications and experience, especially key personnel such as Project Manager and Project Engineer, proposed to perform the work (20%)
- Project approach, explanation of challenges, and understanding of scope (20%)
- Selection Team discretion (10%)
