151st Street & Regent Drive Traffic Signal Improvements, Construction, Contract Award
History
On June 26, 2026, the Village issued Invitation to Bid (ITB #26-054) for the 151st Street & Regent Drive Traffic Signal Improvements, Construction to solicit bids from qualified contractors. The Village received no bids. The same scope of work and ITB was reissued with a revised project schedule on August 13, 2026 (ITB #26-059), and again no bids were received. The scope of work includes removal of existing signal hardware, installation of new signal poles, steel mast arms, LED signal heads, concrete foundations, underground electrical conduit installation, temporary traffic signals, ADA-compliant sidewalks and detectable warning ramps, and HMA resurfacing.
Because the project was solicited twice without receiving any bids, Village policy allows staff to contact qualified contractors directly, obtain a proposal, and negotiate a contract.
Staff contacted several qualified contractors directly and received one proposal from Home Towne Electric, Inc. of Lake Villa, IL. Staff negotiated with Home Towne Electric and their proposed fee is $793,051.80.
The estimated budget for this project was $800,000. Staff recommends entering into an agreement with Home Towne Electric, Inc. in the amount of $793,051.80, with a 10% contingency of $79,305.18 for unforeseen conditions, for a total not-to-exceed amount of $793,051.80. Award of this contract is contingent upon Home Towne Electric, Inc. meeting the requirements of the Village’s Responsible Bidder Ordinance (RBO), which staff will verify before the contract is executed.
Financial Impact
This project is eligible under the Village’s Dick's House of Sports Tax Increment Financing (TIF) program.
