Adoption of an Ordinance Designating and Approving the Downtown Orland Park Business District No. 1 (BD1)
History
The Village previously initiated steps to establish the Downtown Orland Park Business District No. 1 following a public hearing held on September 3, 2024, and subsequent actions including the passage of Ordinance No. 6157 on September 21, 2026. The State Department Counsel acknowledged that the Village's original filing met the statutory deadline. However, following a review of the ordinance and Village Board meeting records from 2024 and 2026, the State's Legal Department advised that the original filing must be replaced by two separate, distinct ordinances, beginning with this official ordinance to properly designate and approve the Downtown Orland Park Business District No. 1 in compliance with state requirements.
Financial impact
Properly designating and establishing the Business District boundary is a foundational legal prerequisite required by the State to enable subsequent business district tax impositions, allowing LTAD adequate time to verify BD addresses and ensuring a smooth rollout ahead of January 1, 2027.
