History

The petitioner, Greg and Deana Walter, has petitioned to obtain a Certificate of Appropriateness for a new residence in the Old Orland Historic District, located at 9857 W 144th Place.

 

On October 20, 2009 the Historic Preservation Committee moved 5-1 to recommend to the Village Board of Trustees approval of a Certificate of Appropriateness for a new residence to be constructed at 9857 W 144th Place.

 

And

Moved to recommend to the Village Board of Trustees approval of the site plan titled “Detailed Grading Plan Lot 15 Humphrey’s Subdivision”, prepared by Martin M. Engineering, Inc., dated 9/28/09, last revised 10/09/09, job number 09-022, sheet 1 of 1, and the elevations titled “Walter Residence 9857 W 144th Place Orland Park IL.”, prepared by Phillip J. Riley Architects, dated 9/3/09, job number 09060, sheets A-1 and A-7, subject to the following conditions:

 

1.                     That the petitioner establishes a sanitary sewer access easement at the northeast corner of the property to ensure adequate sewer maintenance for the neighboring property to the east that begins five (5’) feet west of sewer line at a parallel angle and clips the entire northeast corner;

2.  That the petitioner installs and maintains adequate erosion control measures throughout the construction process;

3.  That the petitioner repairs the sidewalk and makes all necessary sidewalk connections that pertain to the site following construction;

4.  That the retaining wall at the northwest corner of the property does not exceed three (3’) feet in height;

5.  That all windows on the elevation plans conform to the Land Development Code’s Section 6-209.F.3.a window requirements regarding Queen Anne style windows prior to appearing before the Village Board of Trustees for final review.

 

Commissioner Chapple, who made the above motion, omitted conditions 6, 7 and 8 of the proposed motion, which required the petitioner to a) indicate 4 inch clapboard siding as prescribed by Section 6-209.F.3.f on the building elevations (Condition 6), b) remove the wooden shakes under the front gable since they are not historically typical in the district (Condition 7), and c) use appropriate fish-scale design elements in the gable that are prevalent in the district instead of wooden shakes (Condition 8).

 

It was determined from previous projects that 4 inch clapboard siding was difficult to acquire and install versus the 8 inch. The HPRC and the Village Board have in the past permitted 8 inch clapboard siding instead of 4 inch so long as the new siding matches the existing siding. In this case, as a new residence, the 8 inch clapboard siding will not match anything that is existing. However, the 8 inch siding exposure was deemed an appropriate alternative in the absence of 4 inch siding.

 

The wooden shakes are not explicitly prohibited by Section 6-209 OOH regulations for residential properties. It explicitly prohibits them for commercial properties in the district. However, the eliminated conditions favored a prohibition because these architectural ornamentations are not prevalent in the district. Houses usually have fish scale designs of diamonds, tear-drops and similar features, not wooden shakes. The wooden shakes were to be removed based on residential precedence and prevalence in the district.

 

The one dissenting vote did not offer an explanation for the vote.

 

This is now before the Village Board for consideration.
