BACKGROUND
The subject property is located within the Orland Crossing Planned Development, which was approved in 2004 as a mixed use residential and commercial development (2004-0345). The development consists of 85 townhome units, over 100,000 sf of commercial space, over 20,000 sf of office space, with 4 commercial outlots. The development can be accessed from signaled intersections at LaGrange Road and 142nd Street or at 95th Avenue and 143rd Street. Units 202 and 204, later combined, are located along 143rd Street with their primary façade facing north towards the interior parking lot of the Planned Development.
In 2019, Coldwater Creek obtained approval to make changes to the existing storefront. Suite(s) 202 and 204 were combined and one of the two existing storefront doors were removed leaving the main entrance on unit 202. Coldwater Creek replaced the removed door and transom with new storefront window glazing, transom and knee wall. Construction, design, color and materials matched the existing adjacent storefront windows (2019-0022).
Also in 2019, Coldwater Creek obtained approval for the removal of the existing awnings, installation of a handmade artisan tile sign panel above the existing entry door, replacement of 2 window panels with matching handmade artisan tiles, installation of a painted panel above existing window, and replacement of 5 existing spandrel glass windows. The artisan tile sign panel was installed upon a cement backer board and affixed to the building to preserve the existing brick façade (2019-0911)
The space has been occupied by other tenants since 2019, but no significant exterior changes have been made to the space.
DETAILED PLANNING DISCUSSION
The petitioner is proposing to replace the existing window mullions with new bronze glazed mullions in a subtly different arrangement, install new metal doors featuring a faux wood finish and install awnings over the windows.
Facades throughout Orland Crossing feature different mullion spacing, coloring and different entry doors. Additionally, the installation of awnings over the space will return the façade to its original design and extend the consistent appearance of the neighboring spaces. The proposed exterior changes are therefore considered harmonious with the surrounding properties in the Planned Development.
The new windows must abide by Land Development Code Section 6-308.F.b.16.a., “Maintain no less than 65% transparent glass in the area measured from 2'-6" above interior finished floor to 8'-0" above interior finished floor along elevations. Areas of transparency shall provide a minimum visibility of 5' into the interior during business hours.”
Overall, the project conforms to the Village’s Comprehensive Plan, Land Development code, and policies for this area.
