Title

2026 Facility Electrical Maintenance Support - Change Order #1 and Contract Amendment A

History

On December 15, 2025, the Village Board authorized the approval and execution of a vendor contract with Dav-Com Electric, Inc. (“Dav-Com”) for 2026 Facility Electrical Maintenance Support in an amount not to exceed $160,000.00. The proposal for this work was based on pricing from OMNIA Affiliate Compliance Management Contract #02-139. The scope of work associated with this contract focuses on assisting Public Works with facility electrical tasks that cannot be completed in a timely manner due to staff schedules and/or tasks that require a specialized level of electrical expertise.

Since that time, Public Works has utilized Dav-Com to complete numerous electrical tasks throughout Village facilities, many of which have been time-sensitive in nature. This work has included emergency electrical repairs, repairs to damaged high-voltage wiring, exterior and interior light fixture repairs, lighting contactor repairs, power gate repairs, photosensor replacements, wall outlet repairs, emergency sensor repairs, general electrical troubleshooting and temporary power installations.

Dav-Com, whose offices are located in Orland Park, has consistently responded promptly and efficiently to requests for assistance, including requests requiring urgent response. Dav-Com typically performs this work in teams of two to four (2-4) electricians, allowing tasks to be completed efficiently and with the appropriate level of staffing and expertise.

With thirty-two (32) facilities to maintain, the amount of electrical work required from Public Works to support Village operations is significant and ongoing. As of June 30, 2026, Natural Resources and Facilities (NRF) Division staff have completed 5,696 work orders, compared to 4,128 work orders during the same period in 2025. This represents an increase of approximately thirty-eight percent (38%) year-over-year, further demonstrating the continued growth in facility maintenance demands. Public Works continues to evaluate the appropriate balance between contracted electrical support and work performed by in-house staff. Due to the volume of electrical maintenance needs experienced during the first half of the year, approximately ninety percent (90%) of the funds allocated to the current Facility Electrical Maintenance Support contract have already been utilized.

The availability of contracted electrical maintenance support has allowed Natural Resources and Facilities (NRF) staff to remain focused on other facility-related work orders, while also ensuring that emergency electrical needs and tasks requiring advanced expertise can be addressed promptly. Having this contract in place allows response efforts to begin immediately when electrical issues arise, helping to minimize disruptions to Village operations.

As such, Public Works is requesting approval of a change order to add $150,000.00 in additional funding to the 2026 Facility Electrical Maintenance Support contract with Dav-Com Electric, Inc. Approval of this change order would increase the existing not-to-exceed contract amount by $150,000.00, from $160,000.00 to a new not-to-exceed total of $310,000.00. This increase would allow Public Works to continue utilizing Dav-Com Electric, Inc. for electrical maintenance support throughout Village facilities, while preserving staff capacity to address other critical facility work orders, preventative maintenance tasks, and time-sensitive operational needs.

The proposal submitted by Dav-Com for Change Order #1 is based on pricing from Omnia Affiliate Compliance Management Contract #02-139. A summary of the proposal price is provided below:
