OVERVIEW AND BACKGROUND
The building is considered a Non-Contributing Structure to the Old Orland Historic District per Section 6-209 of the Land Development Code. According to the 2008 Residential Area Intensive (RAI) Survey the building was constructed circa 1910. The architectural type was identified as a “Neo-mansard, altered” building. The foundation walls are concrete, but portions of the original foundation witnessed on the south elevation are still stone. The walls on the building are vertical wood siding. The roof is mansard style with asphalt shingles and the rooftop is a deck or flat. The integrity of the building is low, though the condition is listed as good.
The RAI Survey also notes that the window type and materials are “wood: multi-light horizontal muntins; 2/2 (horizontal), 2/2 (vertical); 3/1; Synthetic: Chicago window with 1/1 side windows.” The survey also notes the architectural details include “wood storm windows; the front door retains original wood transom window with one vertical muntin”. The building has significant alterations to all features, including the roof, siding and windows.
Since early 2009, the petitioner has worked with the Village to correct property maintenance issues associated with the age and appearance of the building. To date the petitioner has corrected various foundation issues (including spalling, cracking etc.) and yard debris. They received a COA to paint the building, install gutters, install a new door, and install new windows in 2009. They received a COA in 2010 to repave the driveway.
PROJECT DESCRIPTION & CONTEXT
The petitioner is proposing to remove and replace the siding on their single-family home. The proposed siding is vinyl, using Royal Colorscope Harvard Slate. This is an identical replacement to the existing siding material and color. Section 6-209.F.3.f.4.i states “For non-contributing structures, synthetic siding such as aluminum or vinyl are discouraged.” While vinyl is discouraged it is not prohibited for this property as it is a non-contributing structure. Furthermore, the siding will be in a light color which is recommended for properties in this district.
Per Section 6-209.G., changes to siding are considered a minor change, which requires an administrative review of a Certificate of Appropriateness for Non-Contributing Structures in the OOH District.
Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
