2026 Fall Tree Planting Project
History
RFQ #21-007 “Tree Services 2021-2023” was issued by the Public Works Department on January 25, 2021, to establish a list of qualified contractors from which to solicit proposals for various Village tree-related projects, including tree installation, removal, trimming, stump removal, and emergency storm services. On March 1, 2021, six (6) tree contractors were approved by the Village Board, and master agreements were established with each company. New MSAs have been recently established with each company which are valid until 2028. Since then, additional contractors who specialize in tree planting have also been identified to help expand the pool of potential bidders.
On September 24, 2026, nine (9) contractors received the 2026 Fall Tree Planting List, which detailed specifications, quantities, species, and locations for one hundred sixty-five (165) trees to be planted throughout the Village, predominantly in parkways and parks. All trees are replacements for those lost to environmental stress, traffic accidents, or disease. The Village Forester compiled the planting list using data from the Village's 2024 Tree Assessment and Inventory. The scope also included an alternate for the selected contractor to perform three (3) initial waterings of all planted trees, ensuring proper establishment while minimizing demands on Public Works staff time.
By the close of the proposal period on October 7, 2026, two (2) contractors had submitted proposals. A summary of the proposal prices is provided below:

Based on proposal pricing, staff recommends accepting the proposal from Semmer Landscape for the base proposal of $72,600.00 plus three (3) tree waterings for a price of $2,850.00, plus a $10,000.00 contingency, for a total not to exceed contract price of $85,450.00. Contingency is requested to address change orders made necessary by circumstances not reasonably foreseeable at the time of Board approval.
Financial Impact
Funds for these tree plantings will be supported by Tree Mitigation Funds and are available in 1008010-443500.
Recommended Action/Motion
I move to approve the contract with Semmer Landscape LLC, in the amount of $85,450.00, and as fully presented.

I move to waive the competitive bidding process in favor of solicitation of competitive proposals from prequalified contractors and approve and authorize the execution of a Contractor Agreement between the Village of Orland Park and Semmer Landscape LLC as the lowest cost qualified responsive proposal for the 2026 Fall Tree Planting Project for a cost of $75,450.00 plus a $10,000.00 contingency for a total not-to-exceed cost of $85,450.00;
AND
Authorize the Village Manager to execute all related contracts, subject to Village Attorney review;
AND
Authorize the Village Manager to approve change orders related to the contract within the authorized amount.
