OVERVIEW AND BACKGROUND

The building is considered a Non-Contributing Structure to the Old Orland Historic District per Section 6-209 of the Land Development Code. It is listed as K-1 in the 2008 Residential Area Intensive Survey of Old Orland. The integrity of the building is high, and the condition is good. The architectural type is the National Style, Gabled Ell. The house was altered in 1990 and 2007, but has always been maintained in its original condition.

PROJECT DESCRIPTION & CONTEXT

The petitioner is proposing to remove and replace the roof, gutters, downspouts, and fascia on their detached garage and single-family home. The material for the roofing is asphalt shingles in the color Onyx Black from Owens Corning. These shingles are identical to the existing shingles on the structures. Section 6-209.F.3.e.1 states “New or replacement roofs of wood or asphalt shingles are appropriate...Asphalt shingles should be simple, flat and smooth, and in an appropriate color.” The proposed roofing material meets these criteria. In similar fashion, the gutters, downspouts, and fascia will be in the color Brookstone, which matches the existing color.

Per Section 6-209.G., changes to roofs are considered a minor change, which requires an administrative review of a Certificate of Appropriateness for Non-Contributing Structures in the OOH District.

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
