Title/Name/Summary: Le Premier Touch Exterior Changes - 14355 LaGrange Rd - Appearance Review
History:
This building held the former Crest Lighting business, which closed in 2012. In 2013, the owner of the building was administratively approved for a number of exterior changes to the building (2013-0228 & 2013-0653). The owner was approved for an Appearance Improvement Grant for this proposed work (2013-0738). This renovation work was not completed, and the owner did not receive the grant.
This building has also been the subject of recent Appearance Reviews (2013-0228) and (2022-0618).
These proposed exterior changes are being done alongside interior renovations in advance of the opening of the Le Premier Touch Skills Academy. Le Premier Touch will be the second tenant at 14355 LaGrange Rd, alongside Joon Lee’s Taekwondo & Martial Arts School.

PLANNING DISCUSSION
The proposed work is to paint an existing railing, door, window frames, doorframe, downspouts/gutters and coping around the building blue (the exact shade not specified). A stoop/curb at the building’s southern entrance is to be painted safety yellow.
Even though the proposed shade of blue is shown on plans as being bright and saturated, it is acceptable under the Design Standards as it is used only for accent (Land Development Code Section 6-308.F.8). These painted accents will help to show passersby that there is another business inside of the building, where there previously was only one. The safety yellow paint that is proposed will help to make a curb at the entranceway more visible and will therefore enhance the safety of the site.
The removal of an existing wood and shingle canopy at the eastern elevation of the building is also proposed. This canopy is currently very deteriorated and has multiple holes where the structure underneath is exposed. The Land Development Code allows for canopies as a entranceway accent or pedestrian-oriented feature. This canopy is not at an entrance, and is not along a side of the building that pedestrians frequent. This canopy is on the side of the building where loading is done and a dumpster is stored. Because this canopy is not required by code and has little benefit, it is acceptable to remove it without replacement.
