Title
RFP #26-065 - Water/Sanitary/Storm Rate Study - Award
History
As part of the Village’s ongoing five-year Capital Improvement and Financial Planning, a comprehensive water rate study is being proposed to evaluate current water rates, historical and projected operating expenses, capital improvement requirements, debt service, and reserve requirements. Operating as a standalone enterprise fund completely separate from governmental activities, the Water & Sewer Fund relies solely on user revenues to support its operations. The study will assess these factors along with projected water consumption to ensure the utility maintains reliable service and establishes an equitable, sustainable rate structure.
The findings will directly support the development of the next five-year financial plan, culminating in a strategically aligned 2028-2032 Capital Improvement and Financial Plan slated for Board review in mid-2027. Initiating this process now provides the Village Board and staff with adequate time to review recommendations, assess customer impacts, and ensure appropriate public notice prior to implementation.
On September 1, 2026, RFP #26-065 - Water/Sanitary/Storm Rate Study was published on BidNet Direct, with a submission deadline of September 16, 2026. Courtesy emails were sent to three (3) vendors. Twenty-seven (27) vendors viewed and downloaded at least one of the documents on BidNet Direct, and six (6) vendors submitted packets for the Village to review. The results are as follows:
The Shpigler Group of Atlanta, Georgia - $28,800.00
Baker Tilly Advisory Group, LP of Chicago, Illinois - $54,500.00
NewGen Strategies and Solutions, LLC of Annapolis, Maryland - $60,000.00
Baxter & Woodman, Inc. of Mokena, Illinois - $61,006.00
Raftelis Financial Consultants, Inc. of Kansas City, Missouri - $69,950.00
Wilden Financial Services of Orlando, Florida - $119,100.00
In 2015, the Village hired Municipal & Financial Services Group (MFSG) to conduct the Village’s rates study. In 2019, MFSG merged with NewGen Strategies and Solutions, LLC (NewGen). The same individuals who worked on the Village’s 2023-2027 water rate study back in 2022 would again be heading up the current rate study.
Several references were checked based on recent work conducted by the firm, and all responses were very positive. Staff recommends that NewGen be awarded the contract for RFP #26-065 - Water/Sanitary/Storm Rate Study for $60,000.00, plus a contingency of $5,000.00.
Financial Impact
There are enough funds available within the current budget for work to begin in current year. Funds for this study will be added to account 5003000-432800 in FY2027 to finalize this study.
