OVERVIEW AND BACKGROUND

According to the 2008 Residential Area Intensive Survey (RAI), the single-family ranch-style house was constructed in 1960 and is in good condition.

The building is considered a Non-Contributing Structure to the Old Orland Historic District per Section 6-209 of the Land Development Code.

PROJECT DESCRIPTION & CONTEXT

The petitioner proposes to build a new addition that joins the existing home to the existing garage, while maintaining an overall appearance which allows the home to fit the style of the Old Orland Historic District.

Per Section 6-209. G.2, changes to Non-Contributing Structures, require an administrative Certificate of Appropriateness review in the OOH District.

The petitioner proposes to install white, 5 1/2" horizontal Sherwin Williams Allura prefinished fiber cement siding across the original house and garage. For the addition, which connects the existing home and garage, the petitioner is using vertical James Hardie 5/16 inch. x 48-inch. x 96-inch Fiber Cement Panel Siding with vertical trim 1 x 2 every 6".

Section 6-209, 3.f.4.i. of the Village Code addresses permitted and prohibited siding materials within the Historic District. Per the ordinance, “Synthetic sidings on Contributing Structures as they are not historically appropriate. For non-contributing structures, synthetic siding such as aluminum or vinyl are discouraged". However, due to the omnipresence of the material in the market, as well as some wood components in the siding itself, this material would be permissible.

The front door will be a Clear Glass LHIS Onyx-Stained Wood and Fiberglass Pre-Hung Front Door 36" x 96".  Per Section 6-209. 3. b. 1., “Use wood doors, specifically on the front facades. Metal doors can be used for secondary facades if they are painted to match wood doors”. This wood door with fiberglass components is similar in appearance to existing doors in the district.

Section 6-209. 3. a. 2. States that “simple double-hung wood windows with vertical proportions are appropriate for the district. Wood is preferred; if metal is used, it should be painted to match any existing windows”. These windows resemble the standards throughout the district.

The petitioner is proposing to replace the roofing, gutters, and downspouts on the

existing buildings with gray, like-for-like materials, as well as incorporate the same materials into the building addition.

Section 6-209. F.3.e.1 states “New or replacement roofs of wood or asphalt shingles are appropriate...Asphalt shingles should be simple, flat and smooth, and in an appropriate color.” The proposed replacement roof material is dark grey/black asphalt shingles, which is similar in color and appearance to existing shingles in the district.

Per Section 6-209. G., changes to roofs are considered a minor change, which requires an

administrative Certificate of Appropriateness review for Non-Contributing Structures in the OOH

District.

Per Section 6-209. F.3.f., For replacements or additions, materials for siding, brick, and trim

should match and be compatible in character, color and texture with the original.”

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
