This site is accessible from 157th Street, a minor collector street, and 70th Court, both local streets.

 

PLANNING OVERVIEW:

Madison Construction was approved for a geothermal energy system by the Village Board on July 5, 2011. This project is related in that the proposed improvements are happening at the same time.

 

DISCUSSION:

 

Project Description

The petitioner proposes to renovate the exterior appearance of the structure, particularly on the north, west and south elevations. Aside from the geothermal energy system, no changes will occur to the site plan of the site.

 

West Elevation

On the west elevation, the petitioner proposes to replace all existing windows with similar sized windows in the existing window openings. Six (6) new windows and openings will be created on the second floor of the building. The entire existing mansard overhang/ canopy will be removed in favor of the new windows. In addition to this a new main entrance will be constructed, with increased transparency on the first and second floors. The main entrance will be centered on the building and a new aluminum framed curtainwall storefront façade will be installed. Some masonry will be removed to achieve the glass wall, which will span from the first floor through to the clerestory. Above the main entrance the petitioner proposes a new red painted steel cantilevered canopy.

 

With regard to the existing truck dock, the proposed elevation drawings indicate new masonry around the overhead door.

 

Above the existing parapet of the building, the petitioner proposes to install a new clerestory glass architectural feature that will blend with the proposed curtainwall. A second tier (“crow’s nest”) clerestory tower feature with cantilevered overhangs will rise above the top of the first clerestory addition. According to the north and south elevations, the second tier clerestory will be setback from the main façade to give the appearance of depth.

 

The improvements to the west elevation will provide a new view terminus on 157th Street.

 

North Elevation

On the north elevation, the petitioner proposes similar window updates. Four (4) new windows and openings are proposed on the first floor east of the existing windows. The existing windows and openings will receive new windows. On the second floor, three (3) new windows and openings are proposed toward the front of the building. The new clerestory elements will wrap around and be visible on this elevation.

 

South Elevation

A new painted steel cantilevered canopy is proposed over the side entrance closest to the front of the building. The petitioner proposes to remove all existing entrance canopies. This is in keeping with the removal of the mansard canopy feature on the west façade. No new windows are proposed for this elevation. The glass block windows will remain. The new clerestory elements will wrap around and be visible on this elevation as well.

 

East Elevation

According to the plans, no changes are proposed for the rear east elevation.

 

Height

The current height of the subject building is approximately 24 feet. With the new clerestory architectural features, the new height of the building will be approximately 32 feet. The maximum height in the MFG zoning district is 40 feet. The building meets the maximum height standard for the area.

 

Traffic and Access

The subject site is located at the corner of 157th Street and 70th Court. The site is therefore accessible from both streets, which are local. One driveway is located at the terminus of 157th Street, the other driveway is off 70th Court. The rear areas of the site are not accessible due to a fence. Traffic related to the business will be able to access the rear area, however visiting traffic will not.

 

Outdoor Storage

The petitioner has been notified that all outdoor storage must be screened from view of neighboring properties and rights-of-way. The screening must be 100% opaque. The current fence is a chain link fence and is considered an existing condition that is legal non-conforming. Since no site plan changes are proposed that would impact the fence, the existing chain link fence may remain until such time it is either damaged, a change impacts it or when it becomes a property maintenance issue. The petitioner has agreed to upgrade the fence to a 100% opaque fence to screen outdoor storage in the future. It should be noted that the outdoor storage will occur at the rear of the site, which is already screened by the building and a barrier wall between the industrial uses and the neighboring residential uses.

 

Parking and Loading

The parking field to the south of the building remains unchanged. Loading will continue to occur at the existing dock on the west façade, the two (2) overhead doors at the east end of the south façade and the one (1) overhead door at the east end of the north façade.

 

Landscaping/Buffering

The petitioner has indicated that no landscaping will be impacted by the proposed improvements. There are up to two mature trees in the project area. Madison Construction has indicated that any crane work on the building will be based to either the north or south side of the structure and that the trees will be respected.

 

Any damaged, dead or dying plant material must be replaced with like material.

 

Utility Conduits

All utility conduits and conduit lines must be screened from view of neighboring properties and rights-of-way.

 

Recommended Action/Motion

The Appearance Review for Madison Construction, case number 2011-0328, as depicted on the elevation drawings titled “Madison Construction Office Building Elevations”, prepared by Landon Bone Baker Architects, dated March 4, 2011, last revised April 20, 2011, sheet number A-301, was administratively approved on July 14, 2011, subject to the following conditions:

 

1.                     That the petitioner installs a new conforming 100% opaque fence to screen any outdoor storage areas at the rear of the facility when the fence becomes damaged, is impacted due to site plan changes or when it becomes a property maintenance issue;

2.                      That any damaged, dead or dying plant material is replaced with like material;

3.                     That all utility conduits are screened as required by Code;

4.                     That all building permits are obtained prior to construction;

5.                     That all building code related items are met.
