Project Description & Planning Discussion

The applicant is proposing to build a 2,127 SF addition to the Orland Park Cancer Center to house a new Linac unit. This addition is proposed as part of a larger renovation of the Cancer Center. Proposed work includes:

1.                     New building addition.

2.                     Parking lot changes

3.                     Landscaping changes

4.                     Lighting changes

5.                     New garbage enclosure

New Building addition: The petitioner plans to construct a new addition on the northeast corner of the building. This addition will be made entirely of brown brick. The façade will be mostly a blank wall, without any windows. Typically, the Village would recommend against blank facades (Land Development Code 6-308), it is necessary for the Linac unit.

A side entrance and canopy are planned for the west side of the addition. A canopy made of insulated glazing will be placed over this entrance, similar to the canopy over the main entrance.

Parking lot changes:

Four regular parking spaces will be lost as a result of the building addition. No ADA spaces will be lost. The petitioner plans to reconfigure the parking spaces so that four spaces are placed above the new addition, and three ADA spaces are grouped between two landscape islands.  The ADA spaces are not located closer to the building, above the proposed addition, because the petitioner expects to build another addition in the future. The proposed layout of the parking lot is acceptable.

The property currently has 255 spaces. With an increase in 2,097 SF, 10 new parking spaces would be required under the Code (265 in total). With the loss of four spaces, the property is 14 parking spaces short of the required (a 5% deficit). This falls within the 20% reduction in required parking spaces that the Development Services Department is authorized to administratively grant (LDC Section 6-306.B.2). The petitioner has requested this reduction in required parking and has provided a letter outlining the site’s parking needs. Both the request and letter have been reviewed, and it has been determined that this reduction will not unreasonably increase parking congestion along public streets or in nearby parking lots. The request for a reduction in the number of required spaces has been approved.

Landscaping changes: While this proposal was being reviewed, Village staff discovered that the property had not met landscaping conditions that were a part of a 2021 Appearance Review approval. These conditions were to replant two bushes and 13 trees that had been removed. The petitioner has agreed to complete this landscaping work as a part of this Appearance Review.

The petitioner plans to remove three trees with diameters between 4” -12” in diameter and plant three 4” diameter trees as replacement (LDC Table 6-305.F.3f.1.(A)).

One parking lot island will be removed and rebuilt as a part of this work. One shade tree will be planted within the new parking lot island. The proposed island conforms to landscaping regulations for parking lot islands (LDC Section 6-305.D.6.a.2.).

Lighting Changes: A light pole from the removed parking lot island will be removed and re-installed. One new light pole will be installed, and two LED wall lights will be installed along the north and east sides of the addition. The Foot Candle values at the east lot line will not exceed 0, as is required for non-residential uses that border a residential use (LDC Table 6-15.A.2.a.2 (A)).

New Garbage Enclosure: There is currently a driveway and garbage enclosure on the northeast side of the building. The driveway will be cut off to vehicle access, and the garbage enclosure will be moved. The petitioner proposes to move the garbage enclosure to a concrete pad between the east side of the addition and the lot line. The proposed garbage enclosure will be constructed of brown brick, with a precast stone cap.
