PROJECT CONTEXT
The subject property is located within the Orland Crossing Planned Development, which was approved in 2004 as a mixed use residential and commercial development (2004-0345). The development consists of 85 townhome units, over 100,000 sf of commercial space, over 20,000 sf of office space, and 4 commercial outlots. The development can be accessed from signaled intersections at LaGrange Road and 142nd Street or at 95th Avenue and 143rd Street. 14225 95th Ave Unit 400 is located within a multi-tenant commercial building on the ground-level in a corner unit, adjacent to the roundabout circle on 95th Avenue and 142nd Street interior to the development.
Stix & Stones Wood Fired Pizza is a new restaurant proposing to occupy the former Orland Ale House located at 14225 S. 95th Avenue, Unit 400. This is a 2,200 square foot (SF) restaurant space with an existing 1,000 SF patio outdoor seating area.
The original restaurant in the space was the Brass Tap, which was initially approved via Appearance Review on May 29, 2014 (2014-0275) for an outdoor seating area and modifications to the exterior of the building to allow for the new tenant space to be added to the multi-tenant building. In 2016, Brass Tap expanded the outdoor seating area via another Appearance Review, which was approved on June 15, 2016 (2016-0395). In 2021, Brass Tap expanded the outdoor seating area again via another Appearance Review, which was approved on April 20, 2021 (2021-0160). The Brass Tap changed their business name to Orland Ale House in 2022, but ended up closing in December 2025.
DETAILED PLANNING DISCUSSION
The petitioner is proposing to remove exterior storefront windows and replace them with a fully glazed overhead door to access the outdoor seating area. The exterior of the building will look very similar, as the size of the overhead door matches the storefront windows that were there previously at approximately 10’-wide and 10’-6”-tall. The overhead door itself is only 7’-tall, and the door track will be mounted on the interior of the space. There is an existing access door adjacent to the proposed overhead door that will remain as well. There are no other proposed changes to the exterior of the space.
Section 6-308.F.16 of the Land Development Code states that ground-level storefront elevations facing a public right-of-way shall maintain no less than 65% transparent glass in the area measured from 2’-6” above interior finished floor to 8’ above interior finished floor along elevations, discreetly blending areas of opaque storefront with the building materials and architecture. The proposed overhead door still meets the intent of the Village’s Design Standards, providing a seamless transition between indoor and outdoor spaces when opened or closed. This proposed design also supports the development principles outlined in the Village Center District, Section 6-212.
Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes, and policies for this area.
