PLANNING OVERVIEW:

The Residential Exterior Insulation and Re-Siding (REIRS) Program is a program funded for $50,000 by the Energy Efficiency and Conservation Block Grant (EECBG) funded through the American Recovery and Reinvestment Act of 2009 and administered and approved by the US Department of Energy, Oak Ridge, Tennessee.

 

The goal of the program is to assist homeowners in specific subdivisions built after the Second World War to retrofit their homes with more energy efficient building materials that include exterior insulated siding, energy efficient windows, doors and lighting. By improving the energy efficiency of existing homes, homeowners can reduce costs associated with energy consumption.

 

An additional program goal is to put local contractors to work during difficult economic times. 

 

The petitioner proposes to install energy efficient siding on all four elevations of the house at 15061 Huntington Court. The project will also include Tyvek or house wrap prior to the new siding being installed.

 

DISCUSSION:

The REIRS program requires that the petitioner obtain two bids to complete the project. The two bids are from APEX Contracting Group and Sears Home Services. Below is a break down of the two bids and clarifications for the proposed work.

 

APEX Contracting Group, Inc. Bid

This bid proposes to furnish and install exterior siding called “Crane Performance Siding Solid Core”. The siding is rated as having an R-Value of 4. While the siding product specified in the bid is not rated by Energy Star, the R-Value of 4 is higher than the R-3 the REIRS program requires as a base. The R-3 base value is the most common R-Value associated with exterior insulated siding in the market. Added to the existing interior R-value, homes like those in the program targeted subdivision can have their building envelope increase from a range of R-7 to R-10 to a range of R-11 to R-13 (where most walls in Orland Park are R-19 per Code) a significant improvement in the energy efficiency performance of the building.

 

The program’s goal is to achieve an R-Value of 5 on exterior siding. The contractor proposes that the existing board and batten (vertical) siding will remain on the building and the new Solid Core siding will be installed over it, increasing the R-Value above 4 by maintaining the existing siding’s R-Value. It is estimated that the new exterior R-Value will be approximately R-5 when factoring the existing infrastructure that will stay. The Solid Core Siding Installation instructions published by Crane Performance Siding indicate that attaching the Solid Core siding over existing siding is an appropriate application.

 

To do this APEX will replace any rotted or deteriorated wood first and then install Tyvec or house-wrap over the existing siding. Once wrapped, the new Solid Core Crane siding will be installed. Preliminary review has indicated that Crane’s Solid Core siding can be installed over the existing board and batten vertical siding with minimal chance of warping affecting the proposed horizontal clapboard siding. 

 

The total bid is $5,270.00.

 

Sears Home Services Bid

This bid proposes to install Weather Beater Sears premium vinyl siding on the existing siding. The Sears bid includes the caulking and sealing of cracks around doors and windows and the replacement of gutters, shutters and awnings.

 

Two options were provided by Sears. Option 1 included a 44 millimeter thick siding. The total project cost for Option 1 was $9,884.00. Option 2 included the same siding with window, door and garage door wraps. The total project cost was $11,095.00. The Sears bid does not indicate an R-Value, however 44 millimeters is 1.7 inches, which can amount to an R-Value of 3 depending on the material of the siding.

 

Costs associated with building permits and license fees are not eligible expenses for REIRS funding. The building permit fee for window projects is $60 and license fees are $75.

 

Lowest Bid and Matching Grant

The REIRS program provides up to 50% of the cost of work or $5,000, whichever is less. The program requires that the lowest bid of the two be selected.

 

Fifty percent (50%) of the APEX Contracting Group Inc. bid is $2,635.00.

 

Fifty percent (50%) of the Sears Home Services bid is with Option 1: $4,942; and with Option 2: $5,547.50. In Option 2, only $5,000.00 would be paid by the REIRS program.

 

The lowest bid, however, is the APEX Contracting Group Inc. bid. Using the APEX bid, the Village will reimburse the petitioner $2,635.00 from EECBG. The Sears bid was considered higher due to the requirement by Sears to use authorized contractors.

 

Section 106 National Historic Preservation Act Review

The petitioner does not live in a historic district and the property in question is not listed on the National Register of Historic Places or considered historic locally. The appearance of the windows is not regulated per any specific program requirement or other regulation. 

 

Energy Analysis

Despite the construction and insulation of many envelope walls, energy can still escape from the conditioned interior of the building through the walls to the outside. This process is called thermal bridging, which according to some suppliers (e.g. Progressive Foam Technologies) can reduce the effective thermal resistance of the wall by as much as 35%. Conservatively then, increasing the R-Value of siding using insulated siding techniques can save up to 30% more energy for the average home.

 

For this home, energy usage is estimated to be similar to the Orland Park average at about 12,000 kWh annually. A 30% energy savings would reduce total energy consumption by nearly 3,600 kWh annually.

 

15061 Huntington Court’s energy use analysis is based on the average energy consumed by Orland Park residences per the Center for Neighborhood Technology’s study titled “Orland Park Energy and Emissions Profile”, published in 2009.

 

On July 19, 2010, the Parks, Recreation and Environmental Initiatives Committee of Trustees was canceled due to a lack of quorum. The Chairwoman of the Committee agreed to forward this petition to the full Board of Trustees.

 

Recommended Action/Motion

I move to approve the Residential Exterior Insulation and Re-Siding Program application for 15061 Huntington Court for $2,635.00 from EECBG in matching grant funds as indicated in the below fully referenced motion.

2.  That all National Environmental Policy Act (NEPA) requirements are met with regard to the hauling away of discarded materials to regulated land fills;

3.  That salvageable materials be recycled as much as possible.
