PROJECT DESCRIPTION & CONTEXT

This appearance review is for the minor decorative improvements associated with the Special Use Permit approval for Planet Fitness (Case number 2024-0959). The proposed reuse of the former Binny’s tenant space for Planet Fitness will maintain the overall massing and articulation of the building façades. The attached plans, titled “Planet Fitness Orland Park SUP Submittal,” dated January 15, 2025, shows the proposed exterior changes to the building façades. Section 6-308 of the Land Development Code states, “Buildings shall use the same materials, or those which are architecturally harmonious, for all building walls and other exterior components that are wholly or partially visible from public ways.” The proposed changes conform to this section of the code.

Lot Coverage

Very minor changes to lot coverage are proposed as part of the project with the expansion of the entry doors; however, an additional landscape island in the parking lot near the entryway is proposed to offset the lot coverage.

Parking Lot Landscape Islands

Shade trees shall be the primary plant materials used in parking lot islands and landscape areas. Each parking lot island (162sf) shall have a minimum of one shade tree. Additional plant materials other than turf grass, such as shrubs, ornamental grasses, perennials and ground covers, shall be planted such that 60% or more of the parking lot island area includes live plant material. Other than trees, items planted in an island shall not exceed the mature height of thirty 30” above the top of curb. Evergreen and ornamental trees shall not be allowed in interior parking lot islands.

Foundation and Interior Landscaping

Foundation landscape areas shall consist of well-defined planting beds. A minimum of 75% of each foundation landscape area shall be occupied by planting beds, with the remaining area to be covered in a turf-grass or turf-grass alternative.

Foundation planting beds shall consist of a combination of trees, shrubs, ornamental grasses, perennials and groundcovers. The majority of required foundation trees, shrubs and ornamental grasses shall provide year-round visual interest. On average, a minimum of 1 ornamental tree and 15 shrubs or ornamental grasses shall be provided for every 100 linear feet of building face where plantings can grow.

Buffers and Setbacks

No changes to the configuration of the building, parking lot, buffers, or setbacks are proposed. The Planet Fitness tenant space is a small portion of a large shopping center that contains many other retail spaces along with much of the shared parking lot to the east of the building.

Signage

Signage is not part of this petition and should be submitted for separate review to the Building Division.

Exterior Lighting

The petitioner proposes removing the existing exterior lighting and replacing with new light fixtures as shown on attached plans.

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
