PROJECT DESCRIPTION & DETAILED PLANNING DISCUSSION
Scope of work (per submittals):
The petitioner Install 4 new steel poles on new concrete foundations with LED area luminaires and provide direct-bore electrical to each base. In addition, petitioner will maintain existing stall/aisle geometry and circulation and repair any disturbed pavement and striping if disrupted.
The mounting height of the pole package lists 40'. Land Development Code Table Section 6-315.A.2.b(A) caps maximum luminaire height at 25 feet on private property (with required lot-line setbacks by cutoff). However, due to the pre-existing light poles in place, the 40’ pole will be permitted under the condition of like-for-like maintenance, as mentioned in Section 5-106.C.2.b(iii), where replacement of building materials with like building materials of the same color and dimension is not required in an appearance review. In addition, Section 5-106.C.2.b(i) states that routine property maintenance is not subject to appearance review.
In addition, the color of the pole package resembles the existing aluminum-colored poles in place at the site and is an acceptable replacement. The existing concrete bases, which house the poles, should remain yellow and should remain the same in dimension and size.
LDC Section 6-315.B.2.a.6 requires a horizontal foot-candle calculation across the site and at all property lines. The photometric calculation provided by the petitioner and examined by staff demonstrate that per the table in 6-315.A.2.a.1 (A), the 5.0 foot candle at lot line threshold will not be exceeded.
With regards to color temperature (CCT), the fixtures are specified at 5000 K (Kelvin). LDC Section 6-315.C.4 limits exterior lighting to ≤4,100 K.
Lastly, the photometric plan shows 4 poles being placed. 3 of the poles are in the parking lot at 288 Orland Square Drive, with one at the edge of a landscape island. Per section 6-315. D.2.a, this is a partial replacement of the illumination system. If it were to be fully replaced, a full compliance would be required. This scope of work is a step toward compliance, which is a significant improvement.
Recommended Action/Motion
The Appearance Review for Orland Square Parking Lot Lighting - 288 Orland Square Drive , case number 2025-0900, as shown in the plan titled: “Appearance Review for Orland Square Parking Lot Lighting - 288 Orland Square Drive”, submitted on November 4, 2025, has been administratively approved on November 20, 2025, subject to the following conditions:
1. Height / Like-for-Like: The submittal lists a 40' mounting height. Although Section 6-315.A.2.b(A) caps height at 25', staff accepts 40' only as like-for-like replacement of the existing three poles under Section 5-106.C.2.b(i) and Section 5-106.C.2.b(iii) (routine maintenance / in-kind replacement with same color and dimension). This allowance does not apply to any additional poles.
2. Color / Finish: The new pole package’s aluminum-like finish matches the existing field conditions and is acceptable as in-kind replacement. The concrete bases shall remain yellow and unchanged in size and dimension.
3. Photometrics: The petitioner’s foot-candle calculations (submitted) satisfy Section 6-315.B.2.a.6 and demonstrate compliance with Table Section 6-315.A.2.a.1(A), which demonstrates that 5.0 fc at lot line will not be exceeded.
4. Color temperature (CCT): Fixtures are specified at 5000 K. Per Section 6-315.C.4, revise to ≤ 4,100 K.
5. Fourth Pole (New Work): The plan shows a fourth pole in a landscape island near the Orland Square Drive ring road; an existing tree would be affected. This is not like-for-like and is not approved herein. Any new pole in landscape islands requires a separate submittal and review demonstrating additional code compliance.
