OVERVIEW AND BACKGROUND

According to the 2008 Residential Area Intensive Survey (RAI), the building at 14439 Beacon Avenue is a two-story house in the gable-front national style. The structure is in good condition with low integrity. Both the RAI and the Land Development Code consider this building as a non-contributing structure to the Old Orland Historic District.

Although the RAI estimates the house was built circa 1950, historic photographs and past building permits suggest it was likely constructed in the early 1900s. The property was constructed as a one-story house with a hipped roof and open front porch. The front porch was enclosed in the 1950s and a single-story rear addition was added to the home in 1996 (1996-0588). In 2005, a full second floor addition was constructed (2006-0368). Other major and minor alterations indicated by the RAI include curved concrete front steps and metal railings, front door with a large oval light, synthetic siding, and mortared limestone retaining wall. The property has a built-in garage under the house on the south side of the property with access from 144th Place. The foundation walls are concrete, but portions of the original stone foundation are visible on the south elevation from 144th Place.

In 2015, the front porch was partially replaced and the foundation on the north and west elevations was repaired and replaced (2015-0727). In 2016, new front and rear doors were installed, the rear deck was removed, and a wall-mounted air conditioning unit on the south elevation was removed (2015-0727).

PROJECT DESCRIPTION & CONTEXT

The petitioner is now proposing to remove and replace the roofing, siding, and gutters on their single-family home. The roofing will be replaced with Dynasty Performance Shingles in the color Cornerstone, which is a dark gray color. The siding will be replaced with Royal Woodland Dutchlap siding in the color heritage blue.

Section 6-209.F.3.e.1 states “New or replacement roofs of wood or asphalt shingles are appropriate… Asphalt shingles should be simple, flat, and smooth, and in an appropriate color.” The proposed replacement roof material is appropriate, and while the color is different from the existing, it will actually match the home better.

Section 6-209.F.3.f states that original siding should be uncovered where possible and restored. Narrow wood clapboard siding with painted wood trim is appropriate for the District. If the original siding has been removed and / or restoration is not a possible option, the siding replacement should match and be compatible in character, color and texture with the original. Painted wood trim is preferred, with simple flat trim for doors and windows. When the entire house is re-sided, consistent materials, texture, quality, size and type should be used on all of the facades. While the proposed siding is a different color than the existing color, since this structure is not a historic structure, staff is not concerned about the color change as it still matches the general character of the neighborhood and surrounding structures.

Section 6-209.G states that changes to roofs and siding are considered minor changes, which require an administrative Certificate of Appropriateness review for Non-Contributing Structures in the OOH District.

As proposed, the roofing, siding, and gutters meet the requirements of the Land Development Code and are compatible in character, color, and texture with that of the district. The replacements will improve the appearance of the house and create a more harmonious design that is compatible with the character of the Old Orland Historic District.

Recommended Action/Motion

The Certificate of Appropriateness to replace the existing roof, siding, and gutters at 14439 Beacon Avenue, as depicted on the scope of work and specification sheets submitted by the petitioner, was administratively approved on July 18, 2025, and amended August 6, 2025, subject to the following conditions:

1)                     Meet all Building and Land Development Code requirements;

2)                     Obtain a building permit prior to construction.
