BACKGROUND

The subject property was formerly three separate lots with one single-family home. The former single-family home was demolished in 2019. Now, the petitioner has submitted a Development Petition to consolidate the three lots into one 7,500 sf lot to build a new single-family home on the property. Their petition also includes a variance request to exceed the maximum lot width from 50’ to 75’ (case 2024-0717). This COA is solely to ensure that the new single-family home will be compatible in design with older buildings in the Old Orland Historic District.

The proposed home will be similar in size to recently constructed single family homes in the Old Orland Historic District. The design and style of the new home will meet Village Building Code and Zoning District regulations for new construction.

PROJECT DESCRIPTION & CONTEXT

The petitioner is proposing to construct a single-family dwelling with a detached garage on a newly consolidated lot. The property is located west of Beacon Avenue and North of 144th Street. A Certificate of Appropriateness is required for new construction in the Old Orland Historic District, which is reviewed administratively.

The Comprehensive Plan designates this property as appropriate for Mixed Residential uses. As the proposed use is a single-family home, the project conforms to the Village’s Comprehensive Plan and Land Development Code.

BUILDING ELEVATIONS

Refer to the plan set titled “New Single-Family Residence” for full elevations.

The materials used on all four elevations include white aluminum gutters and downspouts, Glen-Gery Brick in the color Silverstone Gray, Hardie Board siding in the color Cavern Steel (Dark Gray), White Hardie Trim Boards, the roofing material in Timberline architectural asphalt shingles in Rustic Black, and all trim boards will be LP Smart White.

The Land Development Code limits the height of residential structures in the Old Orland Historic District to 37’. The dwelling is proposed to be approximately 36’.

Front Elevation (West)

The West elevation is characterized by having a gable roof, two dormers, and a front porch with posts and railings.

The front porch railings will be of cedar construction and painted white, wood painted balusters, and double hung vinyl Windgate windows in White. All windows are two-over-one double hung windows.

New doors should be wood with appropriate paneling to the architectural style with transoms or lights in the door as appropriate, per Section 6-209. F.3.b. The front door is to be selected by homeowner at a later date and will meet code requirements.

Right Elevation (South)

The South elevation is a secondary façade. Materials on this façade include Glen-Gery Brick in the color Silverstone Gray on the basement level, Hardie Board siding in color Cavern Steel (Dark Gray) on the first and second floor levels, and all windows are two-over-one double hung windows. There is a covered porch on this elevation with two posts matching the front porch. The front porch is visible from this elevation as well.

Left Elevation (North)

The North elevation is a secondary facade. Materials on this façade include Glen-Gery Brick in the color Silverstone Gray on the basement level, Hardie Board siding in color Cavern Steel (Dark Gray) on the first and second floor levels, and all windows are two-over-one double hung windows. The front porch and back porch are visible from this elevation.

Rear Elevation (East)

The East elevation is a secondary façade, consisting of a rear porch with a rear door. Materials on this façade include Glen-Gery Brick in the color Silverstone Gray on the basement level, Hardie Board siding in color Cavern Steel (Dark Gray) on the first and second floor levels, and all windows are two-over-one double hung windows. The rear porch includes three posts to match the front and side porches.

Garage

Section 6-209.D.8 states that garages should be compatible in design, materials and roof form of the principal building. In addition, it states that, “The maximum height permitted for a garage is sixteen (16) feet to the top of the structure. Additional height may be permitted for a specific roof form that reflects the principal building.” As depicted in the submitted elevations, the garage is proposed to be 13’ 6½" in height, measured from grade. The northern side of the garage will also have an attached 10’ tall pergola over a patio area. The pergola will have a slatted roof.

The proposed materials of the garage match the materials of the house. These materials include Timberline architectural asphalt shingles in Rustic Black, and Hardie Board siding in Cavern Steel. The garage door is on the East elevation facing the alley and is proposed to be aluminum with paneling. A single access door is proposed on the West elevation.

Recommended Action/Motion
