DISCUSSION

 

The petitioner is seeking to convert a carport that holds four automobiles into 800 square feet of interior office space.

 

Project Description: 

 

Zoning and Land Use

17601 Southwest Highway is located in an MFG Manufacturing District. It is an industrial use.

 

Project Context

The conversion from carport to interior office space takes place on the north and west elevations of the central office building on site. The expansion into the carport coincides with site demolition work according to the proposed site plans. With regard to the noted demolition of a wooden shed on the site plan, which currently abuts the subject building and shares a wall with the subject carport area on the west wall, the site plan change will undergo site plan review through the Plan Commission in order to determine approval for the new programming of the vacated space. The site plan change will not be considered or addressed as part of this Appearance Review. Nevertheless, the abutting wooden shed will be demolished and work on the carport conversion will proceed subject to this approval.

 

Parking

Currently the site has 32 marked parking spaces scattered throughout the site. With the conversion of the parking stalls inside the carport, the total onsite marked parking spaces will be 28. The Land Development Code requires that industrial offices have 1 parking stall per 300 square feet and 1 parking stall per 1000 square feet of warehouse space. According to Code the facility thus requires 25 marked parking spaces. The petitioner exceeds parking requirements by 3 parking stalls after the conversion.

 

Elevations

This Appearance Review is considering the north elevation and west elevation appearances. The north elevation currently has a four-stall carport to the west of the main entrance. A wall will be constructed flush with the existing outer façade in order to extend the façade across the north elevation of the carport and the west elevation of the carport. These extended facades will connect with the main building to form an interior office space.

 

The new facades across the former carport will continue the existing appearance of the building. On the north façade, a new stone veneer and sill will match the existing across the bottom, while new aluminum windows will match the existing in style, shape, size, tinting etc. The columns will be the original columns that match the existing. The height of this added façade will be 8 feet and the length will cover 39 feet and 6 inches.

 

On the west façade, the metal siding will be removed completely, per the elevations, and replaced with new metal siding that will match the existing. The demolition of the old wooden shed will allow work to take place on the west elevation and replace the currently shared wall with a new solid 8 foot tall and 42 foot long concrete masonry wall. No windows will exist on this elevation but for the existing upper story windows.

 

Architectural Style

The architectural style is considered modern. The building is made of steel and glass with masonry on the side elevations. It is minimal in its appearance.

 

Dimensions.  (Height)

The height of the building is 22 feet and 6 inches. The façade improvements on the north elevation will be 8 feet tall. On the west façade the new wall will be 8 feet tall as well.

 

Colors and Materials

The colors and materials will match the existing colors and materials on the building.

 

Site Context

Surrounding uses are mainly residential. This use is industrial and so the overall appearance of the building is industrial.

 

Recommended Action/Motion

The Appearance Review proposal for John Burns Construction, as shown on the elevations titled “Office Area Remodeling John Burns Construction Co.” prepared by Andrew R. Partak, Jr. AIA Architect, dated 2-14-07, last revised 9-10-07 and received 10-10-07, received  Administrative Approval on October 10, 2007, subject to the following conditions:

 

1.                     That the petitioner submit site plan changes for site plan review by the Plan Commission;

2.                     That all building code items are met.
