Title/Name/Summary

109th Avenue Annexation Water Main and Sanitary Sewer Engineering - Proposal

History

The Village of Orland Park incorporated properties on 109th Avenue by way of annexation. Those properties are on 109th Avenue, and along 108th Avenue, just north and south of 153rd Street. Currently, all those properties are on well and septic systems. As part of the annexation, the Village was asked to look into the feasibility and cost to provide new water and sewer mains to those newly annexed properties. Along with new mains, they would also receive fire hydrants and service lines to all the properties.

Public Works put together a scope of work to design and engineer new water and sewer mains, and sent a request for proposals (RFP) to the five (5) civil engineering firms from the designated prequalified consultants for project design. Proposals were requested to be broken down over the two (2) different annexation properties. Staff received three (3) proposals of the five (5) requested. A summary of the proposals is below.

Christopher B. Burke Engineering Ltd. of Rosemont, Illinois - $59,750.00

V3 Companies, LTD. of Woodridge, Illinois -                     $62,098.00

Thomas Engineering Group of Aurora, Illinois - $155,000.00

Engineering for both annexed properties will begin in 2026 for the 2027 construction season, if the Village chooses to move forward. The engineering cost will come from the Utilities budget for FY26.

All three (3) proposals included the same scope of work. After Public Works reviewed all the proposals in detail, Christopher B. Burke Engineering Ltd.’s proposal scored the best overall. V3 Companies, LTD., the 2nd lowest bidder, also has extensive experience working with the Village.

Funds for this project are available in the FY 2026 Capital budget Utility Water Fund Budget GL account number 5008150-432500.
