Harris ERP Modernization and Gemini Enterprise Enablement Contract Approval
History
The Information Technology Department is requesting Board approval to enter into a Statement of Work (SOW) agreement with Zion Cloud Solutions (ZCS) for the Harris ERP Modernization & Decommission Gemini Enterprise Enablement project in the total amount of $24,999.
The Village of Orland Park previously operated on the Harris MSI ERP platform for daily municipal operations. Following the Village's transition of live operations to its current primary system of record, the legacy Harris platform has been retained strictly in a read-only capacity for the purpose of preserving access to historical municipal records and financial documents. Maintaining the Harris platform in this reference-only capacity incurs recurring software licensing costs of $85,000 per year and requires the Village to maintain aging on-premise SQL Server 2017 infrastructure in service.
Under this proposed agreement, Zion Cloud Solutions will extract the historical Harris ERP data and documents into a secure, access-controlled Google Cloud environment. Authorized Village staff will be granted access through Google Gemini Enterprise using two integrated retrieval capabilities:
Historical Records Search (Unstructured Data): Enables staff to perform plain-language searches to locate and open historical documents-such as permits, code cases, and correspondence-with direct links to underlying source files. Optical Character Recognition (OCR) will be applied to scanned images and PDFs to ensure complete searchability.
Conversational Data Analytics (Structured Data): Enables staff to ask numeric and financial questions (such as annual collections, account receipts, and historical transaction totals) in natural language, returning accurate answers computed directly from BigQuery source data.
The architecture includes comprehensive security, data residency, and governance controls, including host location within a dedicated Google Cloud project in a US region, Customer-Managed Encryption Keys (CMEK), VPC Service Controls, Microsoft Entra ID identity mapping, and role-aligned access permissions matching the Village's existing Harris security model. Sensitive payroll data will be restricted or excluded in accordance with Village decisions.
The engagement is structured as an eight (8) week project, targeted to run from September through November 2026.
Financial Impact
The fixed-fee cost for the contract is $24,999, inclusive of all effort and deliverables. Funding for this project has been budgeted in the 2026 IT Department budget. Moving forward with this will eliminate the $85,000 per year in Harris costs.
