OVERVIEW AND BACKGROUND

On April 1, 2013 the Village Board approved a Certificate of Appropriateness (CoA) to construct a new 4,000 square foot single family home at 9825 W. 144th Street (case number 2013-006). A historic 1890 National Style single family residence was on the property had fallen into disrepair and was demolished in January 2013 (case number 2013-0067). Following the 2013 approval, the petitioner was unable to construct the house that was recommended for approval by the HPRC. The petitioner revised the proposed house’s size and appearance to mitigate some of the construction costs associated with the original design. A revised CoA was approved by the Board of Trustees on June 2, 2014 to construct a 3,600 square foot new single family residence at 9825 W. 144th Street (case number 2014-0218).

On October 20, 2016, the Development Services Department administratively approved a Certificate of Appropriateness (CoA) to construct a white picket fence at 9825 W. 144th Street (case number 2016-0733).

The building is considered a Non-Contributing Structure to the Old Orland Historic District per Section 6-209 of the Land Development Code.

PROJECT DESCRIPTION & CONTEXT

The petitioner proposes to replace the existing gray asphalt shingle roof and white gutters on

the entire house with a new similar asphalt shingle material. The petitioner

proposes to install Granite Black shingles by IKO Dynasty and oversized ALEX white gutters.

The contract specification sheet indicates the color and material of the proposed roof.

Section 6-209.F.3.e.1 states “New or replacement roofs of wood or asphalt shingles are appropriate...Asphalt shingles should be simple, flat and smooth, and in an appropriate color.” The proposed replacement roof material is appropriate and is similar in appearance to the existing shingles.

Per Section 6-209.G., changes to roofs are considered a minor change, which requires an administrative Certificate of Appropriateness review for Non-Contributing Structures in the OOH District.

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
