Green Space Drainage at Village Hall, Design Engineering, Contract Award
History
RFP #26-060, Green Space Drainage at Village Hall, Design Engineering was issued on August 14, 2026. The RFP sought proposals from qualified and experienced engineering firms to design a new or enhanced drainage solution for the green space at Orland Park Village Hall, where certain areas experience water ponding and poor drainage. The selected consultant will perform a preliminary site evaluation of existing conditions and then prepare engineering design including a new site layout, including grading and drainage design, to improve drainage in these areas.
The scope of work includes site evaluation, engineering design for new drainage system or solution, grading and drainage, stormwater management, geotechnical study, surveying, utility coordination, preparation of construction documents and cost estimates, bidding assistance, outside governmental permitting, and other professional services as necessary.
On September 4, 2026, a total of ten (10) engineering consultants submitted responses to the RFP:

3. Sevee & Maher Engineers, Inc. - $29,140.00
4. Strand Associates, Inc. - $33,570.78
5. Weaver Consultants Group, LLC - $48,500.00
6. Fehr Graham Engineering & Environmental, LLC - $57,500.00
7. Hey and Associates, Inc. - $60,885.00
8. Chastain and Associates, LLC - $65,000.00
9. Bowman Consulting Group, Ltd. - $65,092.70
10. Atlas Engineering Group, Ltd. - $70,348.00
The Selection Committee reviewed and ranked the RFP responses based on the following selection criteria defined in the RFP.
- Proposal Cost (35%)
- Firm’s experience and capacity to perform the work (20%)
- Staff qualifications, especially key personnel, proposed to perform the work (20%)
- Project approach and understanding of scope (15%)
- Selection Team Discretion (10%)
Based on the established evaluation criteria, Valdes Engineering Company (dba Valdes Architecture and Engineering) was determined to be the most qualified and responsive firm to provide the best overall value for the project. Staff recommends that Valdes Engineering Company (dba Valdes Architecture and Engineering) be approved as the engineering consultant for the Green Space Drainage at Village Hall, Design Engineering.
Financial Impact
The professional fee for this project will be included in a future budget amendment request.
Recommended Action/Motion
I move to approve a contract with Valdes Engineering Company (dba Valdes Architecture and Engineering) for a total not-to-exceed contract amount of $28,000.00 and as fully presented.

I move to approve and authorize the execution of a Professional Services Agreement between the Village of Orland Park and Valdes Engineering Company (dba Valdes Architecture and Engineering) of Lombard, Illinois for Green Space Drainage at Village Hall, Design Engineering for a total not-to-exceed amount of $28,000.00;
AND
Authorize the Village Manager to execute all related contracts, subject to Village Attorney review.
