PROJECT DESCRIPTION & DETAILED PLANNING DISCUSSION

Scope of Work:
- Demolition: Remove two multi-zone AHUs (Air Handling Units), condensing units, refrigerant lines, hot water piping, two exterior louvers, and a 125-gallon gas water heater.
- Installation:
   • One new AHU with 10 VAV boxes and HW reheat
   • New air-cooled chiller and three ice storage tanks
   • New electric water heater
   • Replacement of two exterior louvers with new Trane-provided units
   • Installation of a 4' x 8' architectural wall to screen louvers
   • Glycol system, controls, filters, insulation, and pad extensions

Planning Considerations:
- The work is primarily mechanical, but visible exterior alterations include louvers, screening wall, and pad extensions.
- LDC Section 6-305 (landscaping/screening) requires adequate screening of ground-mounted equipment; the proposed architectural wall meets this requirement.
- Louvers must be finished in a color that complements the existing façade.
- The site is surrounded by public/civic and open space uses, reducing visibility and potential conflicts.

- Use & Zoning: HVAC upgrades and minor exterior modifications for a civic building are consistent with VCD zoning.
- Screening & Appearance: New architectural wall and louvers will screen equipment. Final finish/colors must be compatible with existing façade.
- Mechanical Equipment: Chiller and tanks are on extended concrete pads; limited public visibility.
- Landscaping: No new landscaping is proposed. Screening must prove to be sufficient, or supplemental landscaping may be required per LDC Section 6-305.
- Building Code/Engineering: Work must comply with mechanical, electrical, building, and energy codes. Field verification required.

Comprehensive Plan Context:
The Centennial Planning District emphasizes quality design for civic facilities and compatibility with surrounding open space and recreation areas. The project supports long-term functionality of the facility without altering its institutional character.

Recommended Action/Motion

4. Mechanical/Electrical: Obtain all required permits and comply with applicable codes.
5. Scope: Approval is limited to exterior alterations and screening improvements described in the submittal.
