OVERVIEW AND BACKGROUND
According to the 2008 Residential Area Intensive Survey (RAI), the 2-story building at 9924-9926 143rd Place was constructed in 1916 and is in good condition with medium integrity. The RAI lists the building as a contributing to the Old Orland Historic District. Per Section 6-209 of the Land Development Code, this building is not recognized as a contributing structure to the Old Orland Historic District.
The architectural style indicated in the RAI is “19th Century Commercial / Storefront.” In "The Orland Story," this building is identified as being constructed by James Creer as a Grocery and Meat Market. The RAI also indicates several alterations to the building have taken place, including synthetic siding, a side addition to the west, rear addition, and the enclosing of the original recessed entry.
PROJECT DESCRIPTION & CONTEXT
The petitioner is proposing many improvements to the site which includes refreshing the paint on the building, resurfacing and restriping the parking lot, repairing the porch, and install fencing around the parking lot which will include a main entrance opening to parking lot. All proposed improvements are shown below:
Building Elevations and Porch
Proposed improvements include:
• Refresh the paint of the building in the colors Smoky White by the brand Behr AND Tricorn Black by the brand Sherwin-Williams (SW 6258)
• Reinforce the porch by installing 6” x 6” post supports.
• Like materials to be used for replacement and/or maintenance of porch.
Parking Lot and Sidewalk
Proposed improvements include:
• Resurface and restripe the lot. The stall stripes in the lot have faded over time to where cars do not park correctly, so striping will be added and will be consistent to what was existing previously.
• To comply with ADA standards, 1 handicap stall will be added.
• 5-foot privacy wood fence will be installed to perimeter of parking lot.
• The opening of the fence will be on 143rd Place to allow for traffic flow in and out of the lot.
• Trash collection is proposed to be picked up through main entrance of lot.
• Driveway access is proposed to be more centered and will be 24 feet wide.
• Repairs to sidewalk and curb to fix damage from cars.
DETAILED PLANNING DISCUSSION
Section 6-209 of the Land Development Code provides guidelines for various exterior components of buildings. Regarding the elevations, colors should be harmonious in nature and create an overall sense of unity. The proposed refresh meets the intent of the code.
Per the 6-209 of the Land Development Code, wood porches and door overhangs are very common in the District. These add greatly to the pedestrian scale and character of the street facades and are strongly encouraged for all new construction. The petitioner has stated that like materials will be used.
Per the 6-209 of the Land Development Code, for front yards and yards abutting a street, fences shall not exceed a height of 4-feet, must be 50% open, and be of picket construction. All other fences shall not exceed a height of 5-feet. Chain link fences are not permitted. Fences on property with contributing structures shall be of wood construction. Fencing on property with non-contributing structures or new construction can be vinyl. (Ord. 4738, 6/18/12). The proposed fence meets this requirement and will not be greater than 5 feet in height.
Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
