Urban SDK, LLC is a geospatial Artificial Intelligence (AI) platform that provides local governments with hourly traffic speed, travel-time delay, and volume data for every road without installing hardware. It helps agencies spot and rank speeding hotspots, analyze collision risk, and prioritize proactive safety measures. Urban SDK, LLC is used by over 300 communities and agencies across North America.
Village departments, including OPPD, Engineering, and the Parking and Traffic Advisory Committee (PTAC) will use Urban SDK to validate speeding complaints quickly, identify the times and locations where speeding is most likely, and deploy enforcement where it will have the greatest impact. Instead of relying solely on anecdotal reports, the Village can corroborate concerns with objective speed and congestion trends, allowing officers to focus on the corridors and windows that show persistent risk.
Staff recommends approval of an agreement with Urban SDK, LLC through Vertosoft LLC contract with Sourcewell cooperative purchasing for a cloud-based geospatial Artificial Intelligence (AI) platform that will enhance the Village’s ability to proactively identify traffic safety concerns, optimize enforcement deployment, improve transportation planning, and support data-driven decision making for the benefit of the community.
By leveraging this platform, the Village can move away from relying solely on manual, time-consuming traffic counts (for through traffic only as the system does not provide turning movement counts) and instead utilize automated, real-world insights to optimize traffic operations, identify congestion choke points, and support data-driven engineering and planning efforts. Ultimately, this robust data may help prioritize road maintenance, strengthen grant applications, and enhance public safety by monitoring corridor performance across the community.

• Aggregated, de-identified intelligence. Urban SDK, LLC’s platform emphasizes geospatial AI and connected-vehicle/sensor datasets for community-level insights (hourly speeds, volumes, congestion) - not individual surveillance.
• Security and platform policies. Urban SDK, LLC maintains a published privacy policy and modern cloud practices; OPPD uses the system for legitimate public safety purposes consistent with Village policy and applicable law.

Financial Impact
Funds are available for the first year of this service in FY2026 budget. Funding for the remaining two (2) years will be appropriated through the annual budget process for FY2027 and FY2028.

I move to approve participation in a joint purchasing cooperative Sourcewell Contract #060624-VTO and authorize the approval and execution of a vendor contract with Urban SDK, LLC through Vertosoft LLC for the Geospatial Artificial Intelligence (AI) platform for a three (3) year term at an annual cost of $39,179.40 for a total not-to-exceed contract amount of $117,538.20;
AND
Authorize the Village Manager to execute all related contracts, subject to Village Attorney review;
AND
Authorize the Village Manager to approve change orders related to this contract within the authorized amount.
