History

The Public Works Department utilizes a 2016 Vactor sewer cleaning truck for routine sewer system maintenance, including sewer jetting, catch basin cleaning, and the removal of accumulated debris and material from the Village’s storm and sanitary sewer infrastructure.

 

The existing 2016 Vactor was not originally equipped with a rear door sludge pump. A sludge pump allows the unit to decant excess water from the debris tank as it vacuums up debris and water. Public Works is proposing to add a rear door sludge pump to the existing unit through a manufacturer-authorized retrofit. Adding this capability will enhance the functionality of the existing Vactor and allow staff to more efficiently remove and handle debris and sewage, eliminate multiple trips to empty the debris tank, and reduce employee down time during sewer and catch basin maintenance operations.

 

Adding a rear door sludge pump to the existing Vactor will provide the Public Works Department with additional equipment capability without requiring the Village to purchase a new sewer cleaning truck.

 

The sludge pump will improve the Village’s ability to remove and transfer sludge and other accumulated material during sewer and catch basin maintenance activities. The retrofit will also increase the versatility of the existing 2016 Vactor and allow the Village to continue utilizing an existing asset while expanding its capabilities.

 

The retrofit will include the installation and integration of a rear door sludge pump with the existing Vactor system, including any required plumbing, controls, mounting, and related modifications. Upon completion, the equipment will be tested to ensure proper operation and compatibility with the existing Vactor.

 

The proposed vendor, Standard Equipment, is the only company authorized by Vactor Manufacturing to perform this type of retrofit work in Northern Illinois. Due to the specialized nature of the equipment and the need to properly integrate the new pump with the existing Vactor system, staff recommends utilizing the manufacturer’s authorized service provider.

 

As such, the Public Works Department is requesting approval of a sole source request and associated proposal from Standard Equipment, for a total amount not to exceed $62,890.08 ($57,890.08 plus a contingency of $5,000.00). The contingency is requested to address change orders made necessary by circumstances not reasonably foreseeable at the time of Board approval.

 

Financial Impact

Funds in the amount of $62,890.08 were budgeted in FY2026 GL accounts 5008170-460180 and 5008160-570300.

 

Recommended Action/Motion

I move to approve the contract with Standard Equipment in an amount of $57,890.08 plus a contingency of $5,000.00 for a total not-to-exceed amount of $62,890.08; and as fully presented.

I move to approve the waiver of the competitive bid process and approve the authorization and execution of a sole source vendor contract between the Village of Orland Park and Standard Equipment of Elmhurst, Illinois, pursuant to the proposal dated August 12, 2026, for the installation of rear door sludge pump for total of $57,890.08 plus a contingency of $5,000.00 for a total not-to-exceed amount of $62,890.08;

 

AND

 

Authorize the Village Manager to execute all related contracts, subject to Village Attorney review;

 

AND

 

Allow the Village Manager to approve change orders related to the contract within the authorized amount.
