Temporary Facility Project Support Positions in Public Works
History
The Public Works Department’s Natural Resources and Facilities (NRF) Division is requesting temporary contract facility project support services to assist with a high volume of ongoing projects. Farnsworth Group ("Farnsworth") and Christopher B. Burke Engineering, Ltd. ("CBBEL") have offered appropriately experienced project management and construction technician staff to support the department on an hourly basis for approximately six (6) months. The contract staff will assist with routine tasks including but not limited to facility maintenance technical support, bid document assistance, mechanical and civil engineering, project management, plan reviews, and administrative support. Farnsworth and CBBEL will fully cover all paid time off, sick leave, and holidays for these staff members.
Public Works plans to begin scheduling work with the staff member from Farnsworth to start. Should the workload necessitate additional assistance, the staff member from CBBEL would be scheduled. Both staff members would work at the Public Works building during their time with the Village.
Farnsworth has provided an estimated cost of $126,672.00 for twenty-six (26) weeks of temporary staff services, with staff working on average three (3), 8-hour days per week. CBBEL has also provided an estimated cost of $127,920.00 for twenty-six (26) weeks of temporary staff services, with staff working on average three (3), 8-hour days per week. The costs will be adjusted based upon the actual time spent by the staff members at the Village, both of whose hourly rates are listed on the attached proposals.
Financial Impact
A subsequent budget amendment will include the amount of $255,840.00 to cover the requested expenses (1008010-432800).
Recommended Action/Motion
I move to approve and authorize separate Temporary Employee Agreements for temporary facility project support position with Christopher B. Burke Engineering, Ltd. and Farnsworth Group, Inc., in an amount not to exceed $127,920.00 per vendor, for a combined total of $255,840.00, and as fully presented.

I move to approve and authorize the execution of a Temporary Employee Agreement with Farnsworth Group, Inc. for a temporary facility project support position, based on the proposal dated September 17, 2026, for the total not-to-exceed contract amount of $126,672.00;
AND
Approve and authorize the execution of a Temporary Employee Agreement with Christopher B. Burke Engineering, Ltd. for a temporary facility project support position, based on the proposal dated September 17, 2026, for the total not-to-exceed contract amount of $127,920.00;
AND
Authorize the Village Manager to execute all related contracts subject to Village Attorney review.
