BACKGROUND

Doogan Park is one of the Village’s 8 community parks. The park currently has a baseball field, basketball court, bean bag toss, a bike path, disc golf, playground pavilion, pickleball court, tennis court, and a picnic area. The 17-acre site previously housed the Robert Davidson Center, which was demolished in 2019, and the Village’s Cultural Center, which was demolished in January 2024 as part of a redevelopment plan for the park. The Doogan Park Redevelopment Project (2025-0011 & 2025-0337) was approved in April 2025, which included the construction of a restroom shelter, a pavilion, 10 new pickleball courts, a half basketball court, a playground, and baseball and soccer fields. This Appearance Review is for the pavilion structure, which is proposed to be located adjacent to the new playground and half basketball court.

DETAILED PLANNING DISCUSSION

The pavilion is about 400 square feet in size and 13’ tall. It will be anchored to a concrete pad to be installed underneath the pavilion. Pavilions are not defined in the Land Development Code, but they are most similar to gazebos which are defined and regulated as accessory structures. All accessory structures must adhere to the regulations in Section 6-213.E, that accessory buildings and structures cannot be placed closer than 5’ from an adjacent property line. The proposed location of the pavilion meets this requirement. Gazebos shall not exceed 15’ in height, or the height of the top of the principal structure of the parcel on which it is located, whichever is less. Doogan Park will have a restroom shelter that is about 15’ tall. Therefore, the proposed height of 13’ meets code requirements.

Overall, the proposed work meets the intent of the Village Comprehensive Plan.
