OVERVIEW AND BACKGROUND
According to the 2008 Residential Area Intensive Survey by McGuire Igleski and Associates, 9953 W. 143rd Street is classified as a contributing structure to the Historic District. The integrity of the building is listed as high and the condition excellent. This small, simple frame building was built around 1890 and has had minor improvements in 2004 including a new front door, window replacements, and a new concrete ramp from the sidewalk to the front door. The original materials and building elements have been unaltered. This is a fine example of a National style building with Folk Victorian detailing in the district. The building is a landmark.
PROJECT DESCRIPTION & CONTEXT
Old Orland Historic District
Per Section 6-209.G.1, the review and approval process for Contributing Structures and Landmarks for routine maintenance can be done administratively. Routine maintenance includes repair or replacement of exterior elements where there is no change in the design, materials, or appearance of the structure or property such as gutters and downspouts, driveways, etc. Landscape changes for gardens, planting beds, new trees, outdoor lighting for single-family homes, etc. will be considered routine maintenance.
On October 15th, 2024, the property owner was issued a citation for painting the building without approval (CE-24-00980). They painted the building white with a dark gray trim. The original building was white with a light blue trim around the windows and doors, therefore, the white exterior will remain the same while the trim has changed from light blue to dark gray.
Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
