History

The petitioner, Ray Dignan has petitioned for approval of consolidation of lots 3, 4, 5 and 6 into one lot, site plan and building elevations, special use for a planned development with modifications, and landscape plan, in order to construct five medical office buildings on a 4.8 acre parcel located north of 165th Street in Glen Oaks Industrial Park, located to the east of 108th Avenue.

 

On June 24, 2008 the Plan Commission moved to recommend to the Village Board, approval of a Special Use permit for consolidated lots 3, 4, 5, 6 in the Glen Oaks Industrial Park in order to allow for a Planned Development with five buildings on one lot and including a modification to permit parking facilities in the setback area between the building and the street in a modification to reduce the landscape buffer from a required 30 feet to a provided 22.5 feet.

 

And

Moved to recommend to the Village Board, approval of a lot consolidation of lots 3, 4, 5 and 6 into one lot subject to the submission of a Record Plat of Subdivision to the Village for recording.

 

And

Moved to recommend to the Village Board, approval of a Preliminary Site Plan titled Lots 3, 4, 5 and 6, Glen Oaks Industrial Park Preliminary Site Plan by Raymond Derbas and Associates, dated 6.12.08, subject to the following conditions:

(1) that the proposed buildings are bolded and the surrounding area is faded out so that it is clear what buildings are being petitioned;

(2) that bike racks are added near the front of building entrances and are shown on the Site Plan;

(3) that all mechanical equipment is screened with walls, fencing or plant material;

(4) that all final engineering-related items are met;

(5) that an erosion control plan is submitted for approval;

(6) that a Final Landscape Plan including parkway trees is submitted for approval within 60 days of final engineering approval.  This is to include detailing of an outdoor seating/picnic area with landscaping next to the existing detention pond in the general area depicted on the Site Plan;

(7) that loading areas are labeled as temporary at certain hours so spaces still count toward parking requirements; and

(8) that the petitioner confirm that he is adhering to code and providing the number of parking spaces needed for the project.

 

And

Moved to recommend to the Village Board, approval of the proposed Building Elevations titled Glen Oaks Industrial Park Professional Office Center, dated 9-14-06, lots 3, 4, 5 and 6, subject to the following conditions:

(1) that the primary body of the building on the elevations is labeled as brick construction;

(2) that clarification of elevation labeling based on cardinal direction is provided;

(3) that a revision date is added to the elevations; and

(4) that utilities and conduits are to be inside the building or a screening plan must be submitted -

 

NOTE:  this approval is subject to meeting Building Code-related items; sign permits will be required for all signage.

 

Since Plan Commission the following conditions for approval were addressed:

 

1. New Site Plans were provided that more clearly delineate the area petitioned for approval.

2. Bike racks were added to the Site Plan.

3. Loading areas were labeled on the Site Plan.

4. The Site Plan Data Box was revised to reflect a 50/50 parking space requirement split typically assumed for medical/general offices, because in practice medical office complexes are usually only about 50% medical, and therefore require less parking. This 50/50 split generates a parking requirement of 1 space per 250 square feet.  The proposal meets and exceeds this requirement, with 137 spaces required and 178 spaces supplied.  Other buildings in this complex are, in practice, showing an approximately 70/30 split, medical/general office.  The current proposal would also supply adequate parking under the 70/30 scenario, generating a need for 153 spaces with 178 spaces supplied.

5. Revised and dated Elevations changed labeling to improve clarity.  Cardinal direction was not used in the description as requested by Plan Commission because the five buildings with differing orientations made this request impracticable.

 

On July 28, 2008 the Development Services and Planning Committee moved 3-0 to recommend to the Village Board approval of a Special Use permit for consolidated lots 3, 4, 5, 6 in the Glen Oaks Industrial Park in order to allow for a Planned Development with five buildings on one lot and including a modification to permit parking facilities in the setback area between the building and the street in a modification to reduce the north landscape buffer from a required 30 feet to a provided 22.5 feet.

 

And

Moved to recommend to the Village Board approval of a lot consolidation of lots 3, 4, 5 and 6 into one lot subject to the submission of a Record Plat of Subdivision to the Village for recording.

 

And

Moved to recommend to the Village Board approval of a Preliminary Site Plan titled ‘Lots 3, 4, 5 and 6, Glen Oaks Industrial Park Preliminary Site Plan’ by Raymond Derbas and Associates, dated 6.12.08, and revised 7.12.08, subject to the following conditions:

(1) All mechanical equipment is screened with walls, fencing or plant material;

(2) All final engineering-related items are met;

(3) An erosion control plan is submitted for approval;

(4) A Final Landscape Plan including parkway trees is submitted for approval within 60 days of final engineering approval.  This is to include detailing of an outdoor seating/picnic area with landscaping next to the existing detention pond in the general area depicted on the Site Plan;

 

And

Moved to recommend to the Village Board approval of the proposed Building and Dumpster Elevations titled ‘Glen Oaks Phase 5 Office Park’, by Craig Podalak Architects, pages A1 and A4, dated 7.15.08, subject to the following conditions:

(1) The primary body of the building on the elevations is labeled as brick construction;

(2) All utilities and conduits are to be inside the building or a screening plan must be submitted -

 NOTE:  this approval is subject to meeting Building Code-related items; sign permits will be required for all signage.

 

Since Committee, an additional page (A-2) was added to the Elevation approval motion that confirms brick wall construction.

 

This is now before the Village Board for consideration.

Recommended Action/Motion

I move to approve a Special Use permit for consolidated lots 3, 4, 5, 6 in the Glen Oaks Industrial Park in order to allow for a Planned Development with five buildings on one lot and including a modification to permit parking facilities in the setback area between the building and the street in a modification to reduce the north landscape buffer from a required 30 feet to a provided 22.5 feet.

 

And

I move to approve of a lot consolidation of lots 3, 4, 5 and 6 into one lot subject to the submission of a Record Plat of Subdivision to the Village for recording.

 

And
