Signage
New signage has been proposed but signage is not reviewed as part of this Appearance Review. The petitioner must have an approved sign permit prior to modifying existing or erecting new signage in the Village.
Lot Coverage
The building located at 8430 W 159th Street is in the BIZ General Business District which has a maximum lot coverage allowance of 75% of the parcel being covered with building, pavement, and storm water storage, leaving at least 25% of the total parcel area in green space. Section 6-207.G allows for up to 80% impervious surfaces when BMPs are utilized, and up to 40% of the BMPs will be considered pervious, provided that the design standards outlined in the code for BMPs are met. The current lot coverage of the site is 86% which exceeds the allowable lot coverage in this district; however, a Special Use Permit was granted in 1988 (1998-0655) to allow Mercedez Benz located at 8430 W. 159th Street an increase of 10% impervious surface. The allowable lot coverage for this site is 85% impervious surface.
The current lot coverage of the site is 86% which exceeds the allowable lot; however, the petitioner intends to reduce the impervious coverage of the site by 1.5% and installing new 10"x5" Unlock Eco-Priora Premier permeable pavers permeable pavers around the proposed new 966 sq. ft. addition. The proposed lot coverage is 84.5% and meets the allowable lot coverage requirements per the Special Use Permit approved for Mercedez Benz located at 8430 W. 159th Street.
Electrical Charging Stations
According to Section 6-306.N of the Land Development Code, EVSE technologies must meet and comply with the most up to date provisions of the National Electrical Code for Level 2 conductive power stations and be approved by Underwriters Laboratories. Per the Land Development Code, Section 6-306.N, one ESVE power station is permitted per parking spaces. The petitioner has proposed to install 2 outdoor Level 3 DC Port EV chargers with stall demarcation and signage. In addition, 4 indoor Level 2 AC single port EV Charging station will be added: one within the inside service bay area, two located in the new delivery service area, and the final one located inside the EQ Display area. One of the existing outdoor EV Chargers plans to add stall demarcation and signage.
In addition, the Land Development Code requires that EVSE "be centered at the top of the parking space and protected by either stopping blocks in the absence of curbs, or curbs " (6-306.N.1.c.2.e). The car charging stations are centered between the two spaces they will supply electricity to. The spirit and intent of the location of the outdoor EV charging stations adheres to the code.
Mechanicals/Utility Conduits
Per the Land Development Code, " All associated and ancillary equipment, batteries, devices, structures, or support(s) for EVSE shall be screened from the public right-of-way with low native landscaping. Cables, wires and other transmission conduits or lines, with the exception of the actual EVSE to vehicle plug/ adapter cable, providing connections from the EVSE to the electrical distribution point or to buildings or non-vehicle batteries must be installed underground." The proposed exterior car charging stations are not visible from the public right of way.
Off-Street Parking and Loading Requirements
Parking
Minor changes to the parking lot have been proposed. The petitioner intends to restripe and reconfigure the parking in the front of the building (South Elevation) which will relocate the ADA accessible stalls closer to the southwest portion of the building. In addition, the petitioner seeks to add architectural demarcations on the concrete near the service garage on the Southeast portion of the building.
The total number of parking has decreased from 355 spaces to 339 parking spaces (-14) due to the new addition on the southwest of the building. Section 6-306 of the Land Development Code requires automobile sales and rentals have 1 per 300 sq. ft. which would require Mercedes Benz to have 172 spaces. Due to the nature of this motor vehicle sales use, there is significant outdoor motor vehicle storage. The reduction in parking stalls does not present a problem as a significant number of spaces are used for storage spaces for automobile inventory of vehicles for sale and/or lease by automobile sales and rental land uses.
