OVERVIEW AND BACKGROUND
This site consists of a two-story, single-family residence with an attic and full basement. The house is of frame construction and is approximately 1,201 square feet in size. According to data obtained from the Cook County Assessors Office, the original building was constructed in 1911. There is no garage on the property.
In 2005, this property was devastated by a fire and was later rehabilitated. Rehabilitation efforts were complicated by no available photographs or details on the structure’s prior construction. Post-fire construction was regulated by the Fire District Review Process, and a belated Certificate of Appropriateness was completed by Village Staff on April 5, 2006 [Legistar file 2006-0203].
Staff recommended the homeowner change the 6 lite window configuration to a district-appropriate single sash configuration. Additionally, Staff recommended the color scheme of the windows be altered to align with the color scheme of the windows on Brook Avenue Townhome buildings to the west. Staff also found that the windows, doors and front porch were constructed of inappropriate materials for the district. It does not appear that any of the staff recommendations were adopted by the previous homeowner.
The Petitioner now proposes to tear-off and re-roof the main house. The submitted materials depict a like-for-like replacement using hunter green GAF Timberline HDZ asphalt shingles installed by Aegis Construction.
The building is considered a Non-Contributing Structure to the Old Orland Historic District per Section 6-209 of the Land Development Code.
PROJECT DESCRIPTION & CONTEXT
The petitioner proposes replacements of the existing green asphalt shingle roof on the main home.
The Petitioner proposes to tear-off and re-roof the home only with hunter green GAF Timberline HDZ asphalt shingles. The Petitioner is not proposing any additional work as a part of this project.
Section 6-209.F.3.e.1 states “New or replacement roofs of wood or asphalt shingles are appropriate...Asphalt shingles should be simple, flat and smooth, and in an appropriate color.” The proposed replacement roof material is appropriate and is similar in appearance to the existing shingles.
Per Section 6-209.G., changes to roofs are considered a minor change, which requires an administrative Certificate of Appropriateness review for Non-Contributing Structures in the OOH District.
Per Section 6-209.F.3.f.,”For replacements or additions, materials for siding, brick, and trim should match and be compatible in character, color and texture with the original.”
Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes and policies for this area.
