REQUESTED ACTIONS

The Petitioner is requesting the approval of a Certificate of Appropriateness to replace the siding in a new color on a landmark structure.

 

COMPREHENSIVE PLAN

This property is within the Downtown Planning District in the Comprehensive Plan. The Downtown Planning District is separated into four Character Districts, each with a distinct identity, but all integrated via a well-connected transportation network. The subject property is within the Old Orland Subdistrict, which includes the Old Orland Historic District, an established neighborhood immediately to the south of the 143rd Street Metra station which served as the original downtown of Orland Park. This area developed primarily as single-family homes but also includes small scale multi-family buildings, mixed use, commercial and office uses. Overall, the proposed use is consistent with the intent of the Comprehensive Plan for this area.

BACKGROUND

The subject property is considered a contributing structure and landmark in the Old Orland Historic District. Built approximately in 1885, this structure was known as the Commercial Emporium. The architecture of the building is unique, as it is a combination of commercial, Italianate, and national styles. 

 

The building contains commercial retail on the ground floor with two apartment units on the second floor. The structure’s location contributes to one of the historic commercial corridors within the district which is restricted to small retail businesses, offices and residential dwellings.

 

Previous work on the structure includes replacement of the runners, treads and floor-boards on the second set of stairs at the front in 2019. The roof was also replaced in 2025.

 

PLANNING DISCUSSION

Per Section 6-209.G.1 of the Land Development Code, the review and approval process for Contributing Structures and Landmarks for minor work require Plan Commission and Board approval. Minor work is defined as changes that do not have a substantial impact on the exterior appearance of the structure or site, including alteration, addition, or removal of exterior architectural elements such as doors, windows, fences, skylights, siding, exterior stairs, roofs, tuck-pointing etc. The proposed work includes a complete re-siding of the structure and painting trim, window frames, railings, and deck boards to match the new siding color.

 

The existing vinyl siding is white, and the proposed siding will be in the color Tree Moss, which is a light green. The existing stairs and deck boards around the property are currently painted in an emerald green color. These will be repainted to match the new siding. The existing white railings and trim will be repainted in white to match the existing. Section 6-209.F.3.f.1 of the LDC states that light paint colors should be used for siding to ensure that shadow lines are not concealed.

 

Overall, the proposed minor work conforms to the Village’s Land Development Code and policies for this area.

 

STAFF RECOMMENDED ACTION

 

Regarding Case Number 2026-0257, also known as 14320 Beacon Avenue Siding, Staff recommends to accept and make findings of fact as discussed at this Plan Commission meeting and within the Staff Report dated September 4, 2026;

 

And

 

Staff recommends the Plan Commission approve a Certificate of Appropriateness.
