RFP #26-024 - Centennial Park Aquatic Center and Orland Park Health & Fitness Center Parking Lot Expansion, Design Engineering was issued on June 24, 2026, to solicit proposals from qualified and experienced engineering firms to provide design engineering services for a parking lot expansion at Centennial Park Aquatic Center and ADA parking lot expansion at the Orland Park Health & Fitness Center.
The scope of work includes engineering design, grading and drainage design, signage, stormwater management, lighting and photometric design, Village and industry-standard parking lot design, landscaping design, ADA improvements, surveying, utility coordination, bidding assistance, governmental permitting, and other professional services as necessary.
On June 24, 2026, a total of eight (8) engineering consultants submitted responses to the RFP:
1. Spaceco, Inc. - $82,000.00
2. SE3, LLC - $93,123.00
3. Kimely-Horn & Associates, Inc. - $107,900.00
4. GSG Consultants, Inc. - $137,120.00
5. Gewalt Hamilton Associates, Inc. - $145,000.00
6. Baxter & Woodman, Inc. - $163,000.00
7. EXP U.S. Services, Inc. - $194,000.00
8. V3 Companies, Ltd. - $265,100.00
The selection committee reviewed and ranked the RFP responses based on the following selection criteria defined in the RFP.
- Proposal Cost (30%)
- Firm’s experience and capacity to perform the work (20%)
- Staff qualifications, especially key personnel, proposed to perform the work (25%)
- Project approach and understanding of scope (15%)
- Selection Team Discretion (10%)
Based on the established evaluation criteria, Spaceco, Inc. was identified to be the most qualified firm and the best overall value for the project. Staff is recommending that Spaceco, Inc. be approved as the engineering consultant for the Centennial Park Aquatic Center and Orland Park Health & Fitness Center Parking Lot Expansion, Design Engineering.
Financial Impact
This project is sufficiently funded through the FY2026 CIP Budget.
Recommended Action/Motion
I move to approve a contract with Spaceco, Inc. for a total not-to-exceed amount of $82,000.00, plus a $8,200.00 project contingency, and as fully presented in the recommended motion;

I move to approve and authorize the execution of a Professional Services Agreement between the Village of Orland Park and Spaceco, Inc. of Rosemont, IL for Centennial Park Aquatic Center and Orland Park Health & Fitness Center Parking Lot Expansion, Design Engineering for a total not-to-exceed amount of $82,000.00;
AND
Approve a project contingency in an amount not to exceed $8,200.00 (10%) for unforeseen conditions;
AND
Authorize the Village Manager to execute all related contracts, subject to Village Attorney review;
AND
Authorize the Village Manager to approve change orders not to exceed the contingency amount.
