BACKGROUND

The Park Hill Plaza commercial center is a commercial Planned Development that was approved and constructed in 1984 (Ordinance 1314). The center has three out-lots along with an approximately 60,000 square foot commercial building with 30 tenant spaces. Namaste Indian Grocery & Pizzeria UNO are proposing to occupy five units in the center, with a combined floor area of 7,370 square feet. The units were previously occupied by a mixture of retail tenants. Now, the new business is proposing a complete interior remodel of the units to combine them into one larger space for their grocery and restaurant operations. Their scope of work also includes minor exterior work on the façade of the building to add a vestibule, additional windows, and sliding glass doors.

DETAILED PLANNING DISCUSSION

The petitioner is proposing to renovate the façade on the exterior of their tenant space to add a new vestibule and remodel an existing entrance to replace it with sliding glass doors. The existing façade has a design consisting of brown CMUs along the bottom 2’ of the building with storefront windows extending up to the EIFS sign band. There are currently five doors that access the space. The proposal is to continue the existing design. Three of the doors will remain untouched. Two of the doors will be replaced with sliding auto-opening glass entry doors. A new corner vestibule is proposed with two entrances, one with a single slide auto-opening glass door and the other with a regular storefront door. On either side of the vestibule and new sliding doors, a new window system will be installed to match the existing façade. Any CMUs that are removed will be replaced and painted to match the existing.

Section 6-308.F of the Land Development Code discusses the design requirements for commercial buildings. Ground level storefront elevations facing a parking lot serving the business shall maintain no less than 65% transparent glass in the area measured 2’-6” above interior finished floor 8’ above interior finished floor along elevations. Areas of transparency shall provide a minimum visibility of 5’ into the interior of the business during business hours. Areas of opaque storefront shall discreetly blend with the building materials and architecture. The proposed design meets the Village’s design standards.

Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes, and policies for this area.
