PLANNING OVERVIEW:
Sections 6-209 of the Land Development Code recognize this building as a contributing structure to the Historic District. In addition, roof alterations are considered a minor change. For minor changes, administrative review via a Certificate of Appropriateness is the only review process required for contributing and landmark buildings.
The petitioner is seeking to replace the roof on a commercial building in Old Orland Historic District. Maintaining roof integrity is critical for old buildings, since lingering damage from the roof can endanger the entire structure.
Section 6-209 of the Land Development Code states replacement roofing, gutter and chimneys should match the historic in the existing building in material and configuration, or should be compatible.
GAF Timberline High Definition shingles will replace the existing roof. According to the petitioner, the roof shingles will be constructed of asphalt. Section 6-209.C.3.e notes that “New or replacement roofs of wood or asphalt shingles are appropriate” for the Historic District. The same section notes that “asphalt shingles with rough, thick texture made to replicate shakes, clay or synthetic tile, slate, and asphalt shingles in the color of new wood” are not permitted in the Historic District. The proposed materials for the primary structure comply with Historic District standards and guidelines.
The new asphalt shingles will match the existing shingles in color(Pewter Gray), size and texture of existing roof. The existing roof along the north and west elevation of the building will remain and is not being modified for this COA. The new roof will improve the appearance of the building from neighboring properties along Beacon Avenue.
