Utilities Workshop Improvement Project

 

History

The Public Works Utilities Division workshop was budgeted for renovation in 2026 due to its age and deteriorating condition. The space has been in service for more than twenty (20) years and remains largely in its original condition. The space is showing significant wear, particularly in its electrical infrastructure, work areas, and flooring. The renovation will improve functionality, create a more efficient workspace, and give the shop a modern, refreshed appearance.

 

To address these needs, Public Works staff developed a scope of work to bring the Utilities Division workshop up to current standards and improve staff efficiency, known as the Utilities Workshop Improvement Project.

 

The scope spans three (3) trades. The electrical work includes removing the existing light fixtures, outlets, and switches, and installing twelve (12) 4-foot linear pendant fixtures, five (5) TV outlets, duplex outlets at the lockers, and ceiling power for two (2) Village-furnished ceiling fans. The flooring work includes grinding off the existing paint coating, repairing divots, cracks, and joints, and applying a new floor coating. The millwork includes thirty (30) linear feet of new countertop with base cabinets and one sink cutout, a new utility sink cabinet, and six (6) linear feet of millwork organizer. Four (4) work areas will be created where employees can complete timesheets and work orders conveniently and efficiently. The contractor will also furnish approximately twenty (20) linear feet of butcher block tabletop, which Public Works staff will install. Bonds are included in the proposal price.

 

Dav-Com Electric, Inc., a participant in the Omnia Partners joint purchasing program through Contract #02-139, submitted a proposal to complete Utilities Workshop Improvement Project. A summary of their proposal is provided below:

Cooperative Purchasing / Contracting Programs

The Village utilizes a variety of cooperative programs (e.g. Omnia, Sourcewell, HGACBuy, State of Illinois Joint Purchase Program) to obtain proposals for goods and services. While not always the chosen approach, cooperative purchasing simplifies the procurement and service process for public agencies by allowing them to purchase through existing contracts negotiated by other public agencies. In other words, cooperative purchasing contracts have already gone through a competitive solicitation, evaluation process and been awarded to a supplier. The benefits of cooperative purchasing for public agencies include reduced procurement costs, greater time efficiency and the ability to obtain value-add and higher-quality products and services at industry-leading pricing. For further reference, additional information regarding cooperative purchasing has been included as supporting documentation.

 

As such, based on price and company qualifications, staff recommends approving the proposal from Dav Com Electric, Inc. for $134,600.00 for the Utilities Workshop Improvement Project. A contingency is not requested for this project.

 

Financial Impact

Funding in the amount of $150,000.00 is available in account 5008150-443100 for the Utilities Workshop Improvement Project.

 

Recommended Action/Motion

I move to approve the contract with Dav Com Electric, Inc. in the amount of $134,600.00, and as fully presented.

I move to approve participation in joint purchasing cooperative Omnia Partners pursuant to Contract #02-139 and authorize the approval and execution of a vendor contract with Dav Com Electric, Inc. for the Utilities Workshop Improvement Project based on Dav Com Electric, Inc’s proposal 26-167-26A dated September 28, 2026, for a total not-to-exceed contract price of $134,600.00;

 

AND

 

Authorize the Village Manager to execute all related contracts subject to Village Attorney review;

 

AND

 

Authorize the Village Manager to approve change orders related to this contract within the authorized amount.
