Scope of Services Review - Athletic Fields Strategic Operating Plan and Feasibility Study

History

The Village is seeking proposals from qualified professional consulting firms to develop a Strategic Operating Plan for Village athletic fields and feasibility study for Village athletic fields.

Community and stakeholder engagement will be key a component the selected consult must undertake, document and incorporate into this project.

Athletic Fields Strategic Operating Plan & Feasibility Study

The Athletic Fields Strategic Operating Plan and Feasibility study will establish a long-term, data-driven vision for the Village’s athletic field system and identify actionable strategies to support that vision. The plan will guide facility management, maintenance practices, programming, scheduling, revenue generation, safety, and sustainability.

The Plan is intended to support current recreational and competitive needs while anticipating future growth, ensuring that Village athletic facilities remain high-quality, accessible, and financially sustainable. The study will also evaluate the Village’s competitive position relative to comparable regional athletic facilities, including those currently operating and those planned.

In addition, a feasibility study will be conducted to assess whether converting dirt infields and select grass athletic fields to artificial turf is practical and advantageous, considering increasing demand, weather-related cancellations, maintenance requirements, lifecycle costs, and long-term operational impacts. The assessment will evaluate market dynamics and competitive conditions (including existing and planned turf capacity in the region), to identify potential saturation and diminishing marginal demand, and to determine whether additional turf investment is justified.

The study will further include an evaluation of the potential repurposing of the Village’s Grinding Edge Skate Park and adjacent bulk storage site located on the north side of Centennial Park along 153rd Street, into a multi-use artificial turf athletic facility.

The scope of services attached to the Committee packet outlines the scope of services including a final strategy and deliverables.

The Athletic Fields Strategic Operating Plan and Feasibility Study was presented to the Grounds and Facilities Advisory Board on February 17, 2026, and the Sports Advisory Board on February 19, 2026. Input from the advisory boards has been incorporated into the scope of services.

Staff seeks input from the Committee of the Whole for changes, additions, or the removal of certain elements for the Athletic Fields Strategic Operating Plan and Feasibility Study.

Financial Impact
