OSLAD Grant Resolution
History
The Village of Orland Park is applying to the Illinois Department of Natural Resources for a reimbursable, Open Space Land Acquisition Development Grant (OSLAD) that can award up to $600,000.00 in support of the planned pickleball complex at Centennial Park.
The project includes twelve lighted pickleball courts, six of which may be shaded, two lighted tennis courts, a restroom facility, pavilion, expanded parking and supporting amenities (i.e benches, water fountain). The project will require storm water mitigation that could include the dredging of Lake Sedgewick.
Applying for the grant requires the Village to acknowledge that it has the sufficient funds necessary to complete the pending OSLAD project within the time frames specified (two years from grant execution).
The attached resolution, affirms that the Village of Orland Park, upon award of the OSLAD funds, certifies and acknowledges that failure to adhere to the specified project time frame or failure to proceed with the project because of insufficient funds or change in local recreation priorities is sufficient cause for project grant termination which will also result in ineligibility of the local project sponsor for subsequent Illinois IDNR outdoor recreation grant assistance consideration in the next two (2) consecutive grant cycles following project termination.
Staff will be hosting a public engagement meeting on August 18, 2026, at 6pm in the Civic Center. Input from the meeting may be incorporated into the final plans.
Financial Impact
Funds for the development of pickleball and tennis, courts, parking, restrooms, pavilion and supporting amenities will be budgeted in 2027. The estimated cost is $4.5M. The OSLAD grant will provide up to $600,000.00 in reimbursable funding.
Recommended Action/Motion
I move to approve the OSLAD Grant Resolution in support of the development of pickleball and tennis courts with supporting amenities within Centennial Park as fully presented.

I move to approve the funds and commitment to enter into a reimbursable, Open Space Land Acquisition Development Grant (OSLAD) with the Illinois Department of Natural Resources in support of the development of twelve lighted pickleball courts, six of which may be shaded, two lighted tennis courts, a restroom facility, pavilion, expanded parking and supporting amenities;
AND
Authorize the Village Manager to execute all related contracts, subject to Village Attorney Review.
