Centennial Park Boardwalk Demolition, Construction - Contract Award

 

History

The purpose of this project is to demolish, remove, and dispose of the pedestrian boardwalk at Centennial Park and provide restoration to the boardwalk area. The substructure along the walkway is in disrepair due to heaving of the foundations, which creates a safety concern because the deck system is unstable. On April 14, 2026, ITB #26-032 - Centennial Boardwalk Demolition was issued to solicit bids from qualified construction firms to demolish and remove approximately seven hundred (700) feet of pedestrian boardwalk, foundations, and an entire gazebo, as well as landscaping and restoration.

 

On May 12, 2026, two (2) construction firms submitted bids, as shown below:

 

1. Baxter & Woodman Natural Resources LLC (BWNR) - $150,650.00

2. V3 Construction Group, Ltd. - $183,027.00

 

This matter was first presented at the Board meeting on 7/20/2026; it was tabled to allow staff additional time to investigate whether BWNR could comply with the Village’s RBO requirements. Prior to the Village Board meeting on July 20, 2026, a concern was raised about BWNR’s ability to meet the Village's Responsible Bidder Ordinance (RBO) requirements. The agenda item was tabled at the July 20 meeting, for staff and legal to do additional research into the concern.

 

Because BWNR did not provide the requested information in a timely manner and has not submitted a complete response, the Village has determined that BWNR has not demonstrated compliance with the Village's procurement requirements. Accordingly, the Village has determined that BWNR's bid is not responsive and will proceed with awarding the contract to the next lowest responsible and responsive bidder.

 

The Engineering Department recommends awarding the contract to V3 Construction Group, Ltd. for a total amount not to exceed $183,027.00. Staff has verified that V3 Construction Group, Ltd. meets the Village's Responsible Bidder Ordinance (RBO) requirements.

 

Financial Impact

This project is being funded through the FY2026 Engineering Capital Improvement Project Budget.

 

Recommended Action/Motion

 

I move to approve the contract with V3 Construction Group, Ltd. in an amount not to exceed $183,027.00, plus a $18,302.70 project contingency; and as fully presented.

I move to approve and authorize the execution of a Contractor Agreement between the Village of Orland Park and V3 Construction Group, Ltd. of Woodridge, Illinois for ITB #26-032 - Centennial Park Boardwalk Demolition, Construction for a total not-to-exceed contract price of $183,027.00;

 

AND

 

Approve a project contingency in an amount not to exceed $18,302.70 for unforeseen conditions;

 

AND

 

Authorize the Village Manager to execute all related contracts, subject to Village Attorney review;

 

AND

 

Authorize the Village Manager to approve change orders not to exceed the contingency amount.
