Title

Memorandum of Agreement between the Village and the Metropolitan Alliance of Police, Chapter 159

History

The Village and MAP Chapter 159 are parties to a collective bargaining agreement (CBA) effective May 1, 2023, through April 30, 2028.

At its October 20, 2025 meeting, the Village Board approved a Memorandum of Agreement (MOA) between the Village of Orland Park and the Metropolitan Alliance of Police (MAP), Chapter 159, establishing a twelve-hour shift schedule for most patrol officers on a one-year trial basis. MAP members approved the original agreement by a 94% vote. The trial schedule began February 1, 2026, and is scheduled to conclude January 31, 2027.

Under the trial schedule, officers assigned to twelve-hour shifts are scheduled for 2,080 work hours annually. The schedule operates on a repeating two-week rotation, provides 80 compensated hours per pay period, and divides patrol personnel into two platoons on opposite schedules to maintain continuous police coverage.

The trial schedule has been successful. Accordingly, the Village and MAP have agreed to extend the twelve-hour shift schedule through April 30, 2028, the expiration date of the current CBA. The proposed MOA maintains existing hourly wage rates and benefit levels, provides overtime for hours worked beyond 80 in a fourteen-day work period, and continues provisions addressing meal periods, breaks, recall compensation, maximum work-hour limitations, and the administration of leave benefits under the twelve-hour schedule.

The MOA also continues the minimum number of contacts required under Section 13.4 of the CBA to twenty-seven for officers assigned to twelve-hour shifts and requires officers to average two traffic stops per twelve-hour shift worked. This expectation does not apply when other law enforcement activities or department duties prevent or limit an officer's ability to conduct traffic stops.

The Illinois Quota Act, effective January 1, 2015, prohibits municipalities from requiring officers to issue a specified number of citations. The MOA addresses traffic stops rather than citations or written warnings and does not require an officer to issue a citation.

The Village will continue to periodically evaluate the schedule based on service levels, productivity, operational needs, safety, leave usage, cost effectiveness, and overall value to the community. All other provisions of the CBA remain unchanged and in full force and effect.

Financial Impact

The proposed MOA maintains the hourly wage rates and benefit amounts established by the current CBA.
