History

The Engineering Department issued a Request for Qualifications (RFQ #26-011) for Phase III Construction Engineering Services for the 153rd Street and Ravinia Avenue Roundabout project. The project received federal construction and construction engineering services funding of $2,014,694.00 and $257,994.00, respectively, through the Surface Transportation Program (STP). Since the project received federal funding, it was required that the Village utilize a Quality Based Selection (QBS) process with cost negotiation only after the initial selection was made. The QBS process was previously approved by the Village Board and IDOT.

 

The following thirteen (13) engineering consultants submitted their responses:

 

1. Baxter & Woodman, Inc.

2. BLA, Inc.

3. Bowman Consulting Group, Ltd.

4. Christopher Burke Engineering, Ltd.

5. Environmental Design International inc.

6. EXP U.S. Services, Inc.

7. Fehr Graham & Associates, LLC

8. HR Green, Inc.

9. InNova Consulting Inc.

10. KAD Engineering PLLC

11. Tecman Associates, Inc.

12. TERRA Engineering, Ltd.

13. V3 Companies, Ltd

 

The Selection Committee ranked the RFQ responses based on the following selection criteria defined in the RFQ:

 

- Project understanding - 25%

- Similar project experience - 25%

- Project team experience that will work on the project - 30%

- Overall completeness of submittal - 10%

- Selection committee's discretion - 10%

 

After reviewing the qualifications, staff selected EXP U.S. Services, Inc. as the most qualified firm for this project.

 

In accordance with the QBS process, staff initiated the scope of services and professional fees negotiations with EXP U.S. Services, Inc. After several rounds of negotiation, staff is recommending that EXP U.S. Services, Inc. be approved as the consultant for Phase III Construction Engineering Services for the 153rd Street and Ravinia Avenue Roundabout in the amount of $355,149.00.

 

Financial Impact

The professional fees for the Phase III Construction Engineering Services of this project is sufficiently funded through the FY2026 Budget.

 

Recommended Action/Motion

I move to recommend a contract with EXP U.S. Services, Inc. for a total not-to-exceed amount of $355,149.00, and as fully presented in the recommended motion;

I move to recommend the execution of a Professional Services Agreement between the Village of Orland Park and EXP U.S. Services, Inc. of Chicago, IL, for the 153rd Street and Ravinia Avenue Roundabout, Phase III Construction Engineering Services for a total not-to-exceed amount of $355,149.00;

 

AND

 

Authorize the Village Manager to execute all related contracts, subject to Village Attorney review.
