ITB #26-064 2026 Asphalt Pavement Patching - Cook County Roads
History
In 2022, the Village of Orland Park entered into an Intergovernmental Agreement (IGA) with the Cook County Department of Transportation and Highways (CCDoTH) for $500,000.00 to complete deferred maintenance and drainage improvements along CCDoTH roadways.
In 2025, the Village utilized $192,899.00 of the funds to improve drainage at 82nd Avenue and 145th Street ditch. Additionally, $64,449.70 in funds have been used in the stormwater design of the intersection at 139th Street and Wolf Road, an improvement that will be completed as part of the McGinnis Slough multi-use path project. As such, there is $242,651.30 remaining on the IGA, which expires November 30, 2026.
To make use of the funds, Village staff, in coordination with CCDoTH’s maintenance team, went out and identified potential asphalt patches along 108th Avenue , and 179th Street between Wolf Road and LaGrange Road. ITB #26-064 requested unit pricing for an initial estimated quantity of 270 tons of asphalt patching. The ITB indicated that these quantities were estimates and could increase based on field conditions, available funding, and roadway maintenance needs. The ITB also permitted additional locations on Cook County roadways be added based on available budget.
ITB #26-064 for the 2026 Asphalt Pavement Patching project was published on BidNet Direct on August 27, 2026. On September 11, 2026, at six (6) sealed bids were opened by the Clerk’s Office. The attached Bid Compliance Summary shows details of the bids for reference, and a summary of bid amounts is below:
• McGill Construction LLC of Frankfort, IL - $75,564.81
• M & J Asphalt Paving Company, Inc. of Cicero, IL - $75,700.00
• D Construction Inc. of Coal City, IL - $76,000.00
• Gallagher Asphalt Corporation of Thornton, IL - $84,400.00
• K-Five Construction of Westmont, IL - $102,984.00
• Lindahl Brothers, Inc. of Bensenville, IL - $122,200.00
McGill Construction LLC submitted the lowest responsive bid based on the estimated quantities included in the bid schedule. Because the ITB requested unit pricing, McGill's bid established unit prices of $270.00 per ton for both full depth and partial depth patching, and $2,664.00 for traffic control and protection.
Consistent with the ITB provisions allowing estimated quantities to increase based on available funding and maintenance needs, staff recommends awarding McGill Construction LLC a unit-price contract in an amount not to exceed $242,651.30. McGill will be compensated only for the actual quantities completed and accepted at the unit prices submitted with its bid. The final quantities and locations will be determined by the Village and CCDoTH based on field conditions and roadway maintenance needs.
Financial Impact
The project is sufficiently funded in the FY2026 Engineering Capital Budget. All eligible project expenses, however, will be reimbursed to the Village by CCDoTH.
Recommended Action/Motion
I move to approve a contract with McGill Construction LLC in an amount not to exceed $242,651.30, as fully presented;

I move to approve and authorize the execution of a Contractor Agreement between the Village of Orland Park and McGill Construction LLC of Frankfort, IL for the 2026 Asphalt Pavement Patching - Cook County Roads, for a total not-to-exceed contract price of $242,651.30;

Authorize the Village Manager to execute all related contracts, subject to Village Attorney review.
