PROJECT CONTEXT
The subject property is located within the Pinewood Plaza shopping center, which was annexed to the Village in 1996 and previously known as the Will Cook Commons shopping center (Ordinance No. 2928). Pinewood Plaza obtained Appearance Reviews for façade improvements in 2011 (2011-0673) and for dumpster enclosures in 2015 (2015-0266). The subject tenant spaces are located in the center of the plaza.
Pychotka Deli is an existing grocery store at 11951 143rd Street, proposing to expand into an adjacent tenant space, 11959 143rd Street, and add a new vestibule entrance. The existing store is 3,709 SF, and the expansion will increase the floor area by 1,081 SF to a total of 4,790 SF.
DETAILED PLANNING DISCUSSION
The petitioner is proposing to remove exterior storefront windows and replace them with automatic sliding doors, adjacent to their new tenant space at 11959 159th Street. The sliding doors extend 6’-4” across, while the entire vestibule area extends 13’-2” across. Two storefront windows will be removed to accommodate the sliding doors. As part of the expansion project, they will be closing off the two existing entrances to the store as the vestibule will serve as the main entrance. There are no other proposed changes to the exterior of the space.
Section 6-308.F.16 of the Land Development Code states that ground-level storefront elevations facing a public right-of-way shall maintain no less than 65% transparent glass in the area measured from 2’-6” above interior finished floor to 8’ above interior finished floor along elevations, discreetly blending areas of opaque storefront with the building materials and architecture. The proposed sliding doors still meet the intent of the Village’s Design Standards, providing a seamless transition between the existing storefront windows on the façade.
Overall, the project conforms to the Village’s Comprehensive Plan, Land Development Codes, and policies for this area.
