GIS System Upgrade

 

History

The Development Services Department has initiated a request to upgrade the existing GIS development software and hardware.  The current ArcInfo software purchased in 2003 is essentially a desktop GIS application that is used by multiple users.  It is an entry level system that provides basic viewing and querying of geospatial data, as well as basic map production and spatial analysis.  Data management and editing is limited to ESRI shape files, grids and attribute tables.

 

The department is recommending upgrading the system to the ArcGIS Server edition.  The ArcGIS Server is the central application and database server.  In combination, the ArcGIS Server, ArcIMS, and ArcSDE are used to create and manage server-based GIS applications that share GIS functionality and data within the organization and users on the Internet.  The Village purchased the ArcIMS component in 2007 for publishing maps and data over the Internet.

 

The ArcGIS Server component would bring all the disjointed GIS development efforts into one centralized database making applications much easier to maintain and deploy.  Included in the ArcGIS Server is ArcSDE; which is the key component for organizing and accessing geographic information in centralized relational database management environment.  

 

The request involves purchasing the ArcGIS Server 9.2 Enterprise edition and moving all related files to the GIS server.  The existing server can be upgraded to accommodate the additional storage needs to include four high capacity disk drives and a new disk controller.  The cost to upgrade the server is $5,188.  It would be more cost effective to purchase a new server with the same capacity and a dedicated tape drive for backups for $5,343.  Since the server would store all the GIS data and applications for the entire Village, staff is also recommending a dedicated tape backup drive in the server configuration.

 

The requested system will consist of ESRI’s ArcGIS Server 9.2, Microsoft SQL Server licensing and a new IBM 3350 server.

On March 24, 2008, this item was reviewed and approved by the Finance Committee and referred to the Board for approval.

 

Financial Impact

A budget adjustment would be necessary to fund this purchase.

 

Recommended Action/Motion

I move to approve the purchase of ArcGIS Server Edition, Microsoft SQL Server, and an IBM Server and tape drive in an amount not to exceed $16,417;

 

And

 

I move to approve a budget adjustment in the amount not to exceed $16,417.
