HISTORY

66 Orland Square Drive features an approximately 166,000 square-foot multi-tenant commercial building adjacent to Orland Square Mall. The building currently has two commercial tenants, including Gizmos Fun Factory and Sky Zone Trampoline Park. This site received special use permits in 2023 for a planned development (case number 2022-0290) and to operate a self-storage facility (Ordinance 5788). A site plan was also approved, including the installation of bicycle racks, landscaping, and a public sidewalk along Orland Square Drive.

DETAILED PLANNING DISCUSSION

Section 5-105.K of the Land Development Code states that the Development Services Department can approve minor deviations to a site plan that was approved with a special use permit through the administrative Appearance Review process. JKD Self-Storage, LLC is proposing changes to the Board approved site plan, prepared by Arc Design Resources, Inc., last revised February 8, 2023. The changes include the removal of fencing, gates, and a side loading area with a pullover lane. The fencing and gates were intended to enclose the entire side and rear loading areas on the exterior of the tenant space. Now, the business intends to remove the proposed fencing and gates from the site plan so that there is easy access to all sides of the building for emergency services and customer convenience. They also propose to remove the side loading area that was along the south of the building, including a pullover lane to allow traffic to flow around the loading area. They intend to keep the loading area in the rear of the building to the east, and all other improvements shown on the originally approved site plan are to remain.

Recommended Action/Motion

The Appearance Review for the JKD Self Storage Facility, case number 2025-0093, received January 24, 2025, was administratively approved on January 30, 2025, subject to the following conditions:

1.                     A building permit must be obtained from the Village’s Building Division prior to initiating work.

2.                     Landscaping must be installed according to the Landscape Plan (South) prepared by Arc Design Resources, Inc. revised February 8, 2023, except as where otherwise modified through this Appearance Review. All landscaping shall be installed by June 1, 2025.

3.                     Install the 8’ tall wooden privacy fence proposed along the side of the east property line to provide screening from the residential neighborhood, as shown on the Overall Layout Plan prepared by Arc Design Resources, Inc. revised February 8, 2023.

4.                     Comply with Ordinance 5788 in its entirety, except as where otherwise modified through this Appearance Review.

5.                     Meet all other Building and Land Development Code requirements.
