Title
Memorandum of Agreement between the Village and the Orland Park Police Supervisors Association
History
The Village of Orland Park and the Orland Park Police Supervisors Association (OPPSA) are parties to a collective bargaining agreement (CBA) effective May 1, 2023, through April 30, 2028.
The Village and OPPSA previously entered into a Memorandum of Agreement (MOA) establishing a twelve-hour shift schedule for most police supervisors on a trial basis. The trial schedule became effective February 1, 2026.
Under the twelve-hour shift schedule, employees are scheduled for 2,080 work hours annually. The schedule operates on a repeating two-week rotation, provides 80 compensated hours per pay period, and divides Patrol Division supervisors into two platoons on opposite schedules to maintain continuous coverage.
The trial schedule has been successful. The Village and OPPSA have agreed to extend the terms of the previous MOA through April 30, 2028, the expiration date of the current CBA. The proposed MOA maintains existing hourly wage rates and benefit levels, provides overtime for hours worked beyond 80 in a fourteen-day work period, and continues provisions addressing meal periods, breaks, recall compensation, maximum work-hour limitations, and the administration of leave benefits under the twelve-hour schedule. All other provisions of the CBA remain unchanged and in full force and effect.
The Village will continue to periodically review and evaluate the schedule based on service levels, productivity, operational needs, accidents, safety, leave usage, cost effectiveness, and overall value to the community.
Financial Impact
The proposed MOA maintains the hourly wage rates and benefit amounts established by the current CBA.
